November 7, 2011 (Work Session) Page 856 <br />budget. The landowner is also providing matching funds and the grant was <br />approved by the SWCD. The SWCD is also applying for a $350,000.00 Federal <br />grant; the aforementioned State grant will count as the matching funds for <br />the Federal grant. Mr. Marshall also stated the availability of Tommy Porter <br />of Porter Farms and Jeff Goforth, Chairman of the Cabarrus County Soil and <br />Water District, to respond to questions. <br />In response to a particular question, it was noted that the <br />conservation acreage would expand from 54 to approximately 117 acres if the <br />Federal grant is awarded. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place "Commerce /SWCD - <br />Authorization for Cabarrus Soil and Water Conservation District to Approve <br />Grant Contract with North Carolina Department of Agriculture - $175,000.00" <br />on the November 21, 2011 Agenda as a New Business item. <br />County Manager - Regional Communications Interoperability of Public Safety <br />Agencies (Emergency 911 Radio System) <br />Mike Downs, Interim County Manager, recognized Sergeant Jody Johnson, <br />Cabarrus County Sheriff's Department, and Randy Davis, Charlotte /Mecklenburg <br />Emergency Communications, in attendance and stated their available to respond <br />to questions from the Board. He then reviewed the following information and <br />responded to questions from the Board: <br />In an effort to enhance our current (911 Emergency Radio System, <br />Cabarrus County, the City of Concord, and the City of Kannapolis <br />are proposing to join the "regional" system that is currently <br />based in and maintained by the City of Charlotte and <br />Mecklenburg County. Moving in this direction will allow our three <br />(3) local systems to continue to operate as they are currently <br />(with enhancements to our system funded by a grant secured by <br />Charlotte /Mecklenburg County) and also enjoy the benefits of <br />being a member of the regional system. These benefits will <br />include improved equipment added to our current system, enhanced <br />coverage within Cabarrus County, uninterrupted coverage as our <br />public safety agencies travel into Mecklenburg, Gaston and Union <br />counties, and potential grant funds for system updates in the <br />future. In addition, the enhancements to our current equipment <br />will allow us an additional two to three years before we have to <br />replace our system with a new digital P25 system. This new <br />system will cost approximately $7.5 million and will be funded <br />jointly by Cabarrus, Concord, and Kannapolis. <br />Two (2) formal agreements are required for this proposal to <br />occur. The first agreement needed is an inter -local agreement <br />between Charlotte /Mecklenburg, Cabarrus County, Concord and <br />Kannapolis for radio service. The second agreement is between <br />Cabarrus County, Concord, and Kannapolis for the regional radio <br />system. <br />The fees associated with these Agreements are included in the FY <br />2012 budget. <br />Mr. Downs also addressed the make -up of the local advisory board <br />and technical committee. <br />Mr. Davis commented on the regionalism of the radio system. <br />In response to an inquiry from the Board, Richard Koch, County Attorney <br />recommended the two agreements be voted on separately for clarity. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Interlocal Agreement <br />for radio service between the City of Charlotte, Mecklenburg County, Cabarrus <br />County, the City of Concord and the City of Kannapolis on the November 21, <br />2011 Agenda as a Consent item. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Intra County Interlocal <br />Agreement for the regional radio system by and among the City of Concord, the <br />City of Kannapolis and Cabarrus County on the November 21, 2011 Agenda as a <br />Consent item. <br />CSLE - Council for a Sustainable Local Economy - Update <br />
