November 7, 2011 (Work Session) Page 857 <br />Shannon Johnson, Sustainable Local Economy Project Manager, provided an <br />update on the Council's initiatives. She advised the committee was diligent <br />during their retreat and created the following preliminary mission statement: <br />"To promote the production and consumption of local goods and services, the <br />responsible use of local resources and the removal of regulatory barriers to <br />local business growth, through education and community cooperation." She <br />stated the next step will be to refine the mission statement, and develop <br />suggested goals and objectives for 2012. <br />Vice Chairman Poole commended the Council for their accomplishments and <br />dedication. <br />Ms. Johnson also reviewed a draft summary of the leakage analysis <br />report prepared by consultant Michael Shuman, which will be presented to the <br />Board in December. She also responded to questions from the Board. The <br />Board requested data on a 10 percent spending shift. <br />No action was taken. <br />Finance - Certificates of Participation 2009 Series Change Request - <br />$384,624.21 <br />Will Crabtree, Kannapolis City Schools (KCS), presented information <br />concerning a change order request for the renovation of the Vocational <br />Building at A. L. Brown using Certificates of Participation, 2009 Series. <br />Highlights included the following: construction allowances and contingency <br />funds were used on another project; monies from other project line items <br />could be used to cover the additional expense; the change order addresses <br />building and fire code issues (fire dampers), design issues, etc., that arose <br />during construction; because the Vocational Building has a construction <br />classroom, the change order includes a dust collection system; the budget <br />amendment also covers the cost of an outside contractor to extend the walls <br />up to the deck to meet fire code and to point and tuck the brick and mortar <br />on the outside of the building. <br />Pam Dubois, Deputy County Manager /Finance Director, advised this <br />project is part of the Certificates of Participation (COPS) 2009 Series and <br />the change order also includes a request to fund an additional $80,000.00 for <br />computers. She also responded to questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board voted to place "Finance - Certificates of <br />Participation 2009 Series Change Request - $384,624.21" on the November 21, <br />2011 Agenda as a Consent item. <br />Finance - Workers Compensation Budget Amendment - $350,000.00 <br />Pam Dubois, Deputy County Manager /Finance Director, advised The Workers <br />Compensation fund was closed on June 30, 2011 and the balance of funds were <br />transferred to the Carolina Governmental Alliance (CGA) . Afterwards, an <br />accounting error was discovered during the FY 2011 audit which requires the <br />fund be re- opened, an additional contribution (budgeted in FY 11) for <br />$350,000.00 be transferred to CGA, and the fund re- closed. Ms. Dubois <br />further advised that no new monies are needed to correct the accounting <br />error. She also responded to questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board voted to place "Finance - Workers <br />Compensation Budget Amendment - $350,000.00" on the November 21, 2011 Agenda <br />as a Consent item. <br />ITS - Collaborative Technology Services School Technology Funding Request - <br />$115,300.00 <br />Debbie Brannan, ITS (Information Technology Services) Director, <br />presented the following information relating to a request for funding for <br />Kannapolis City Schools' (KCS) and Cabarrus County Schools' (CCS) co- location <br />in the Cabarrus County Data Centers: an Interlocal agency agreement was <br />recently approved by the Board between the County and the two school systems <br />to work collaboratively on technology projects; the first project identified <br />and begun is the co- location of the data centers; this request for <br />$115,300.00 is to move forward with that project for KCS to be cc- located in <br />the County's Kannapolis data center at the Human Services Center and for CCS <br />to be cc- located in the Governmental Center. She also responded to questions <br />from the Board. <br />
