November 21, 2011 (Regular Meeting) Page 860 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 21, 2011, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were Mike Downs, Interim County Manager; Richard M. Koch, <br />County Attorney; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk <br />to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 59 from New Gilead Reformed United Church of Christ <br />conducted the Flag Ceremony. Scouts participating were: Bryson Gray, Will <br />Upchurch, Tommy Jones, Keith Garriott, Kori Garriott, Michael O'Connor, Bryce <br />Fullagar, Brock Simmons, Macklin Rett, Benjamin Barrier, James Barrier, <br />Walker Cress and George Ritchie. <br />Pastor Donald Horn from Revolution Church in Mount Pleasant delivered <br />the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of October 3, 2011 <br />(Work Session) and October 17, 2011 (Regular Meeting) as written. <br />APPROVAL OF THE AGENDA <br />Chairman White reviewed the following change to the Agenda: <br />Request to Table - December 19 Meeting <br />(H -1) Appointments - Adult Care Home Community Advisory Committee <br />® Additional Time is Needed for Prequalification Approval from the <br />Regional Ombudsman Due to Applicant's Work Schedule <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Commerce /SWCD - Recognition of Thomas Porter, Jr., Recipient of the <br />North Carolina Farmer of the Year Award and the Swisher Sweets /Sunbelt Expo <br />Southeastern Farer of the Year Award for 2011. <br />On behalf of the Board of Commissioners and the Soil and Water <br />Conservation District Board, Dennis Testerman, Soil and Water Conservation <br />District Supervisor, recognized Thomas Porter, Jr. as recipient of the North <br />Carolina Farmer of the Year Award and the Swisher Sweets /Sunbelt Expo <br />Southeastern Farmer of the Year Award for 2011. The award recognizes <br />excellence in agricultural production and management, along with leadership <br />in community and farm organizations. The award also honors family <br />contributions in producing safe and abundant supplies of food, fiber and <br />shelter products for U. S. consumers. <br />Soil and Water Conservation District members Jeff Goforth and Vickie <br />Porter, Mr. Porter's wife, were in attendance. <br />Mr. Porter addressed the Board. He expressed appreciation for the <br />recognition and introduced members of the Porter family in attendance. <br />On behalf of the Board, Chairman White commended the Porters for their <br />conservation and civic efforts in the County. <br />(C -2) EMS - Recognition of EMS Personnel for Victories at the Recent <br />Competitions <br />David Hampton, Emergency Medical Services (EMS) Director, recognized <br />the paramedic team of Will Cannon and Esther Adkins for their first place <br />finish in the Carolina's Competition. They were also recognized for their <br />individual results in the written examination portion of the Competition. <br />
