November 21, 2011 (Regular Meeting) Page 861 <br />Mr. Cannon and Ms. Adkins received first and third place honors, <br />respectively. <br />Mr. Hampton also recognized EMS personnel Mark Kirk and Jeff Penninger <br />as State Champions in the N.C. Office of EMS Paramedic Competition. He said <br />they also won the N.C. Office of EMS Paramedic Competition for Region 4, a <br />perquisite for competing in the state finals. He stated Mr. Kirk and Mr. <br />Penninger received the honors for their performance on the comprehensive <br />written examination and complex practical scenario. This is the first State <br />win for Cabarrus County. <br />Mr. Hampton and Alan Thompson, EMS Assistant Director, presented awards <br />to Mr. Kirk, Mr. Penninger, Ms. Adkins and Mr. Cannon. <br />On behalf of the Board, Commissioner Carruth expressed appreciation and <br />commended them for their accomplishments. <br />(C -3) CHA - Recognition for Cabarrus County Having the Second Lowest Infant <br />Mortality Rate Statewide for 2010 <br />In recognition of Cabarrus County having the 2n lowest infant mortality <br />rate in North Carolina, the Board recognized the following representatives of <br />the Cabarrus Health Alliance (CHA) in attendance: Dr. Phred Pilkington, <br />Public Health Director; Charles Phillips, CHA Board Chair and Capitcla <br />Stanley, Director of Clinical Services. Efforts to reduce infant mortality <br />and the benefits of prenatal care were addressed. <br />Chairman White expressed appreciation and commended the Health Alliance <br />on their efforts to reduce infant mortality. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:47 <br />p.m. He stated each speaker would be limited to three minutes. <br />Larry Marlow, resident of 664 Odell School Road in Concord, advised <br />there is confusion in the public about the 1/ cent sales tax that was approved <br />for school construction debt and the property tax. He further advised there <br />is a $5 million bond due next year. He also expressed concern about possible <br />future costs for the Carolina Thread Trail and the possibility of a $15 <br />million revenue shortfall next year because of the revaluation. <br />Chairman White addressed concerns raised by Mr. Marlow. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) Cabarrus Arena and Events Center - SMG Incentives and Related Budget <br />Amendment - $125,597.00 <br />Based on existing Management Services Agreement (Section 4) and the <br />Food and Beverage Services Agreement (Section 6), SMG qualifies for the <br />following incentive payments for their performance during the 2011 <br />fiscal year: <br />Management Agreement- Quantitative Incentive <br />$21,304' <br />Qualitative Incentive <br />$22,563' <br />Food & Beverage Agreement: Qualitative <br />$81,7301 <br />Total Incentive Due to SMG <br />$125,597 <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board authorized the incentive payment to SMG <br />for FY 2011 and adopted the following budget amendment: <br />Date:10 /5/2011 Amount :$ 125, 597 <br />Dept.
