November 21, 2011 (Regular Meeting) Page 871 CABARRUS COUNTY SMALL PROJECTS CAPITAL PROJECT ORDINANCE BE IT ORDAINED, by the Board of County Commissioners of the County of Cabarrus, North Carolina that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project ordinance is hereby adopted: Section 1. The project authorized is for the purpose of collecting and appropriating general fund revenues and federal and state grants funds received specifically for use by the appropriate Cabarrus County Department who has received the funds. Section 2. The Small Projects Fund was previously accounted for as a Special Revenue Fund. Under the direction of GASB 54, Fund Balance Reporting and Governmental Fund Type Definitions, the Small Project Fund shall now be reported as a Capital Projects Fund. The previous Small Projects Special Revenue Project Ordinance adopted January 18, 2011 is considered void. Section 3. The officers of this unit are hereby directed to proceed with this project within the terms of the guidelines as set forth by the federal and state government, Generally Accepted Accounting Principles (GAAP) and the budget contained herein. Section 4. The following budgeted amounts are appropriated for the projects: Board of Elections Department: HAVA Title I Grants $ 199,664 American Disability Act $ 25,621 Board of Elections Equipment and Furniture $ 180,206 Register of Deeds Department: Register of Deeds Automation & Preservation $ 917,993 Soil and Water Department: Clean Water Trust Fund Grant $ 521,833 Clarke Creek Grant $ 35,000 EEP Contract $ 16,900 Operating Expenses (Supplies, Maintenance) $ 6,000 Commerce Department: NC Tobacco Trust Fund Grant $ 75,000 Cooperative Extension Department: Operational Project Expenses $ 1,657,436 Section 5. The following revenues are anticipated to be available to complete this project: Board of Elections Department: HAVA Title I Grants $ 199,664 Interest on Investments $ 30,206 Contribution from General Fund $ 25,621 Contribution from Capital Reserve $ 150,000 Register of Deeds Department: Register of Deeds Fees $ 803,186 Interest on Investments $ 37,303 Contribution from General Fund $ 77,504 Soil and Water Department: Clean Water Trust Fund Grant $ 521,833 Clarke Creek Grant $ 35,000 EEP Contract $ 16,900 Operating Revenues (Fees, Donations) $ 4,500 Interest on Investments $ 1,500 Commerce Department: NC Tobacco Trust Fund - Site Development $ 75,000 Cooperative Extension Department:
