Chairman White also congratulated the Odell Eagles peewee <br />football team, who are going to Walt Disney World in Florida to compete in a <br />national football title. <br />Vice Chairman Poole announced public hearings (open -house style) on <br />proposed railroad improvements from Concord to Charlotte will be held on <br />December 5 at the Kannapolis Train Station, on December 12 at the Hickory <br />Ridge High School Commons Area and on December 13 at the Charlotte Friends <br />Meeting House. All meetings will be held from 6 - 8 p.m. <br />Commissioner Carruth announced that members of the APPAC (Animal <br />Protection and Preservation Advisory Committee) and the Humane Society are <br />fine - tuning a proposal to reorganize the management of the unwanted pet <br />population. The proposal will likely be presented in January. Commissioner <br />Carruth also announced he will not seek re- election in 2012. <br />Commissioner Burrage announced the Locust Government Center dedication <br />and ribbon - cutting ceremony will be held on November 26. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />CLOSED SESSION <br />(L -1) Closed Session - Personnel Flatters <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Poole <br />and unanimously carried, the Board moved to go into closed session to discuss <br />personnel matters as authorized by NCGS 143- 318.11(a)(6). <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board moved to come out of closed session. <br />Return to Open Session <br />County Manager Position <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board moved to enter into a contract to employ <br />Michael K.
