Commerce - Amendment No. 3 to WK Dickson Contract
With regard to Amendment Number 3 (WKD 20100194.00) to a contract with
WK Dickson to design and oversee the construction of the Raging Ridge Road
extension and bridge, Jonathan Marshall, Deputy County Manager, reported the
following information: staff met with the Town of Harrisburg and are close
to a final design concept; it appears the road extension design will consist
of a 2 -lane road, however, the bridge will require 3 lanes due to the turn
lane at Stallings Road; and, NCDOT (North Carolina Department of
Transportation) has agreed to do the engineering for the bridge.
Vice Chairman Poole advised the road extension will provide two access
points to Hickory Ridge Middle and Hickory Ridge High School.
Mr. Marshall also advised the Amendment includes a waterline extension
which will allow feeds from two (2) directions. The estimated project cost
was identified as $1.432 million. He and Tim Lowder, WK Dickson, responded to
questions from the Board related to the construction of sidewalks.
UPON MOTION Commissioner Burrage, seconded by Commissioner Measmer and
unanimously carried, the Board voted to place "Commerce - Amendment No. 3 to
WK Dickson Contract" on the December 19, 2011 Agenda as a New Business item.
DSS - Human Services Department Consolidation Plan
Ben Rose, Social Services Director, presented the Human Services
Department Consolidation Plan as follows:
Cabarrus County Human Services
Consolidation Plan
December 1, 2011 - August 31, 2012
Purpose of Plan
The purpose of this plan is to provide a roadmap for the creation
of an integrated Human Services agency for Cabarrus County. This
plan establishes specific goals and objectives for the creation
and implementation of a fully functional human services
department.
Cabarrus County has determined that consolidating all human
service functions in to one department will provide for more
effective and efficient delivery of federal, state, and local
programs that assist citizens on an ongoing basis. Due to the
fact most of these individual agencies serve many of the same
population, it is believed by placing all agencies in to one
department will improve the holistic care and streamline services
to citizens. Departments included in this initial consolidation
include Social Services, Aging, Transportation, and County Legal
(that serves the Social Services Department). Through
consolidation, these agencies will report to one Human Services
