Michael Miller, Special Projects Coordinator, was also in attendance. No action was taken. CSLE - Council for a Sustainable Local Economy - Update Michael Shuman, Consultant and Director of Research and Economic Development, BALLS, presented a brief summary of the results of the leakage analysis, "Growing the Cabarrus Economy from the Inside Out: Part I ". The analysis was included in the agenda packet and is hereby incorporated into the meeting minutes by reference. Vice Chairman Poole commented on the economic benefits of purchasing Christmas presents locally. Mr. Shuman also responded to a variety of questions from the Board. Shannon Johnson, Sustainable Local Economy Project Manager was also in attendance. Leadership Roles Mike Downs, County Manager, announced Jonathan Marshall, Commerce Director, has been promoted to Deputy County Manager. He also announced the Commerce Department has been renamed Planning and Development Department and Kelly Sifford, Community Development Manager, has been promoted to Planning and Development Director. Democratic National Convention In response to an inquiry raised by Commissioner Carruth, a brief discussion ensued on the Democratic National Convention in Charlotte in July. Mike Downs, Deputy County Manager, said he would ask the Sheriff to address the issue in January or February.
