<br />She advised that the project's individual budgetary line items and
<br />contracts were scrutinized and that addition funding is needed in several
<br />areas. She advised the $385,000.00 previously approved by the Board for the
<br />waste water system did not include the well water system. However, she
<br />advised the cost of the well water system, $75,000.00, can be included in the
<br />Management Agreement with Cruse Meats and recouped over time. Further, she
<br />advised the $20,000.00 donation from Cruse Meats was removed from the budget
<br />because the company will purchase equipment instead. The net change to the
<br />budget was identified as $205,293.06.
<br />Kyle Bilafer, General Services Director, addressed the technical need
<br />for the change orders, noting that contingency funds were not included in the
<br />construction contract. He advised the bulk of the change orders related to
<br />electrical upgrades for the harvest facility, the waste water treatment
<br />facility and the well water system.
<br />A lengthy discussion ensued with Mike Downs, County Manager, Ms. Dubois
<br />and Mr. Bilafer responding to a number of questions from the Board.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer
<br />and unanimously carried, the Board voted to place "Finance - Budget Revision
<br />to Update Estimated Cost for the Cruse Meats Project and Update the Overall
<br />Budget for the Incubator Farm - $82,772.00" on the December 19, 2011 Agenda
<br />as a Consent item.
<br />Sheriff's Administration Building - 7 Floor Upfit Project Update
<br />Kyle Bilafer, General Services Director, presented an update on the 7th
<br />Floor Upfit Project at the Sheriff's Administration Building. The top floor
<br />shell is being renovated for classroom space for law enforcement, EMS
<br />(Emergency Medical Services), etc. He reviewed the following floor plan and
<br />advised the design includes everything the Rowan Cabarrus Community College
<br />(RCCC) Basic Law Enforcement Training program requires with the exception of
<br />physical training for the physical training test.
