December 19, 2011 (Regular Meeting) Page 884 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 19, 2011, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Cub Pack 38 from Poplar Tent Presbyterian Church in Concord conducted <br />the Flag Ceremony. Scouts participating were: Drew Naghshineh, Duncan <br />McNeill, Jacob Brown, Garrett Brouwer, Dylan Zavodny, Brayden Zavodny, Alec <br />McCoy, Evan Argyros, Aidan Holandez, Ethan Holandez, Grayson Ward, Jacob <br />Lafferty, Benjamin Lafferty, Blade Rattler and Mitchell Bobrek. <br />Reverend Michael Covington from First Wesleyan Church in Kannapolis <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of November 7, 2011 <br />(Work Session) and November 21, 2011 (Regular Meeting) as written. <br />(A -1) Board Organization <br />Chairman White turned the meeting over to Mike Downs, County Manager, <br />who presided over the organization of the Board. <br />(A -1 -1) Election of Chairman <br />Mike Downs, County Manager, called for nominations for the position of <br />Chairman. <br />Commissioner Carruth nominated Commissioner Poole and noted her many <br />years of leadership experience. He also expressed appreciation for <br />Commissioner White's many years of service on the Board. <br />Commissioner White seconded the nomination. He MOVED to close <br />nominations and to approve the election of Commissioner Poole as Chairman of <br />the Cabarrus County Board of Commissioners by acclamation. All the <br />commissioners indicated their approval. <br />(A -1 -2) Election of Vice Chairman <br />Chairman Poole called for nominations for the position of Vice <br />Chairman. <br />Commissioner White nominated Commissioner Burrage for the position of <br />Vice Chairman. <br />Commissioner Carruth MOVED to closed nominations and to approve the <br />election of Commissioner Burrage as Vice Chairman of the Cabarrus County <br />Board of Commissioners by acclamation.
