December 19, 2011 (Regular Meeting) Page 885 <br />(F -8) County Manager - Joint Resolution of the Boards of County Commissioners <br />of Alamance, Cabarrus, Caswell, Davidson, Rowan, Stanly and Union <br />Counties <br />Supplemental Information - Approval or Correction of Minutes: <br />(A -1) Approval or Correction of Meeting Minutes <br />® November 21, 2011 Minutes <br />Supplemental Information - Approval or Correction of Minutes: <br />(I -3) Reports - Presentation of FY 11 Comprehensive Annual Financial Report <br />® PowerPoint Slides <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cooperative Extension - Cabarrus County 4 -H Horse Judging Team Wins <br />State, Regional and National Awards <br />Debbie Bost, Cooperative Extension Director, introduced Laura Harper, <br />Coach of the Kickin' Tails 4 -H Club and advised the club team won various <br />State, Regional and National 4 -H competitions. <br />Ms. Harper recognized Kickin' Tails 4 -H Club members Sarah Harper, <br />Hannah Harper, Mina Greenlee and Josh Harper in attendance. She also <br />recognized Cayla Nugent and Brittney Duquemin who were not in attendance. <br />(C -2) Human Resources - Recognition of Captain Phil Patterson on His <br />Retirement from Cabarrus County <br />Brad Riley, Cabarrus County Sheriff, recognized Captain Phil Patterson <br />on his retirement, effective January 1, 2012, from the Cabarrus County <br />Sheriff's Department after twenty -nine (29) years of service. Sheriff Riley <br />highlighted a number of Patterson's accomplishments during his tenure with <br />the Sheriff's Department and expressed appreciation for his service to the <br />community. <br />Captain Patterson stated it has been an honor serving the citizens of <br />Cabarrus County. <br />(C -3) Human Resources - Recognition of Micheal D. Stafford on His Retirement <br />from Cabarrus County <br />David Hampton, Emergency Medical Services (EMS) Director, recognized <br />Micheal Stafford on his retirement effective January 1, 2012, from the EMS <br />Department after thirty -one (31) years of service. Mr. Hampton highlighted a <br />number of Stafford's accomplishments during his tenure with the EMS <br />Department and presented a plaque of appreciation for his service to the <br />community. <br />Mr. Stafford accepted the plaque and thanked the Board for its support <br />to EMS. <br />On behalf of the Board, Mr. Hampton also presented Mr. Stafford with a <br />desk clock in recognition of his service to the community. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:57 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bishop Roland Jordan, resident of 134 Lore Street SW in Concord, <br />expressed appreciation for the retirees that were previously recognized; <br />spoke in support of having a proclamation honoring Dr. Martin Luther King, <br />Jr. approved annually; and, advised that marriage should be between man and a <br />woman. Bishop Jordan also invited the public to attend scheduled events in <br />the county. <br />Chairman Poole requested he send the list of events so it can be <br />publicized. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />
