December 19, 2011 (Regular Meeting) Page 885 (F -8) County Manager - Joint Resolution of the Boards of County Commissioners of Alamance, Cabarrus, Caswell, Davidson, Rowan, Stanly and Union Counties Supplemental Information - Approval or Correction of Minutes: (A -1) Approval or Correction of Meeting Minutes ® November 21, 2011 Minutes Supplemental Information - Approval or Correction of Minutes: (I -3) Reports - Presentation of FY 11 Comprehensive Annual Financial Report ® PowerPoint Slides UPON MOTION of Commissioner White, seconded by Commissioner Carruth and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C -1) Cooperative Extension - Cabarrus County 4 -H Horse Judging Team Wins State, Regional and National Awards Debbie Bost, Cooperative Extension Director, introduced Laura Harper, Coach of the Kickin' Tails 4 -H Club and advised the club team won various State, Regional and National 4 -H competitions. Ms. Harper recognized Kickin' Tails 4 -H Club members Sarah Harper, Hannah Harper, Mina Greenlee and Josh Harper in attendance. She also recognized Cayla Nugent and Brittney Duquemin who were not in attendance. (C -2) Human Resources - Recognition of Captain Phil Patterson on His Retirement from Cabarrus County Brad Riley, Cabarrus County Sheriff, recognized Captain Phil Patterson on his retirement, effective January 1, 2012, from the Cabarrus County Sheriff's Department after twenty -nine (29) years of service. Sheriff Riley highlighted a number of Patterson's accomplishments during his tenure with the Sheriff's Department and expressed appreciation for his service to the community. Captain Patterson stated it has been an honor serving the citizens of Cabarrus County. (C -3) Human Resources - Recognition of Micheal D. Stafford on His Retirement from Cabarrus County David Hampton, Emergency Medical Services (EMS) Director, recognized Micheal Stafford on his retirement effective January 1, 2012, from the EMS Department after thirty -one (31) years of service. Mr. Hampton highlighted a number of Stafford's accomplishments during his tenure with the EMS Department and presented a plaque of appreciation for his service to the community. Mr. Stafford accepted the plaque and thanked the Board for its support to EMS. On behalf of the Board, Mr. Hampton also presented Mr. Stafford with a desk clock in recognition of his service to the community. (D) INFORMAL PUBLIC COMMENTS Chairman Poole opened the meeting for Informal Public Comments at 6:57 p.m. He stated each speaker would be limited to three minutes. Bishop Roland Jordan, resident of 134 Lore Street SW in Concord, expressed appreciation for the retirees that were previously recognized; spoke in support of having a proclamation honoring Dr. Martin Luther King, Jr. approved annually; and, advised that marriage should be between man and a woman. Bishop Jordan also invited the public to attend scheduled events in the county. Chairman Poole requested he send the list of events so it can be publicized. With there being no one else to address the Board, Chairman Poole closed that portion of the meeting.
