Department of Transportation) has agreed to do the engineering <br />for the bridge portion of the project, which will reduce the cost to the <br />County; WK Dickson will do the hydraulic reports and coordinate their work <br />with NCDOT on the bridge design; and this will complete design and <br />engineering of the turn lanes at Stallings Road and the extension of Raging <br />Ridge Road for Hickory Ridge Middle and High Schools. Mr. Marshall also <br />responded to questions from the Board related to: flooding in the Middleton <br />neighborhood and an upcoming public meeting. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the contract, Amendment No. 3, <br />between Cabarrus County and WK Dickson and authorized the County Manager to <br />execute the contract on behalf of Cabarrus County, subject to review or <br />revisions by the County Attorney. <br />Chairman Poole recognized Cabarrus County School (CCS) Board Chair Lynn <br />Shue in attendance and asked him to share this information with the Board of <br />Education. <br />(H) APPOINTMENTS <br />(H -1) Appointments - Adult Care Home Community Advisory Committee <br />An application was received from Annette Archer and forwarded to the <br />Regional Ombudsman for consideration. The item was tabled to the December <br />meeting to allow additional time for the Ombudsman to determine if Ms. <br />Archer's work schedule will allow her to participate in the Committee's <br />quarterly visits. The Regional Ombudsman has determined Ms. Archer's work <br />schedule will work out for her to serve and recommends her for appointment. <br />Jerry Shinn's appointment on the Adult Care Home Community Advisory <br />Committee ends December 31, 2011. Mr. Shinn is interested in being <br />reappointed. <br />There are currently five (5) vacant positions on this Committee. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Annette Archer to the Adult Care <br />Home Community Advisory Committee for an initial one -year term ending <br />December 31, 2012. By the same vote, the Board also reappointed Jerry Shinn <br />to the Adult Care Home Community Advisory Committee for a three -year term <br />ending December 31, 2014. <br />(H -2) Appointments - Department of Aging Advisory Board <br />The Cabarrus County Department of Aging Advisory Board respectfully <br />recommends the reappointment of the following advisory board members for 3- <br />year terms ending December 31, 2014: Betty Barnhardt, Ann Eaves and Michael <br />Plowman. The Department of Aging Advisory Board also recommends the <br />appointment of Geri Foster and Rosa Santos for 3 -year terms to replace <br />Cecilia Aube and Dallene Dillard, respectively. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board reappointed Betty Barnhardt, Ann Eaves and <br />Michael Plowman to the Department of Aging Advisory Board for three -year <br />terms ending December 31, 2014. By the same vote, the Board appointed Geri <br />Foster and Rosa Santos to the Department of Aging Advisory Board for three - <br />year terms ending December 31, 2014. <br />(H -3) Appointments - Food Policy Council <br />The terms of appointments for a number of the Food Policy Council <br />members expires December 31. The Council recommends the 3 -year reappointment <br />of: Trish Cramer, Randy Fisher, Wade Holland, Colleen McDaniel, Jessica <br />Castrodale, Keila Snelling and Marcia Brashear. The Council also recommends <br />the appointment of Megan Poole to fill a vacancy for the "medical industry" <br />due to the resignation of Mary Blakeney. The Council further recommends the <br />appointment of David Orr to the "at large" position formerly held by Philip <br />McAuley. Exceptions to the "service on multiple boards" provision of the <br />Appointment Policy will be needed for Jessica Castrodale and Randy Fisher. <br />Ms. Castrodale also serves on the Public Health Authority of Cabarrus County <br />and Mr. Fisher also serves on the Agricultural Advisory Board. <br />Chairman Poole advised, as she stated during the December work session, <br />that she will recuse herself from the vote regarding her daughter, Megan <br />Poole. <br />
