Department of Transportation) has agreed to do the engineering for the bridge portion of the project, which will reduce the cost to the County; WK Dickson will do the hydraulic reports and coordinate their work with NCDOT on the bridge design; and this will complete design and engineering of the turn lanes at Stallings Road and the extension of Raging Ridge Road for Hickory Ridge Middle and High Schools. Mr. Marshall also responded to questions from the Board related to: flooding in the Middleton neighborhood and an upcoming public meeting. UPON MOTION of Commissioner White, seconded by Commissioner Measmer and unanimously carried, the Board approved the contract, Amendment No. 3, between Cabarrus County and WK Dickson and authorized the County Manager to execute the contract on behalf of Cabarrus County, subject to review or revisions by the County Attorney. Chairman Poole recognized Cabarrus County School (CCS) Board Chair Lynn Shue in attendance and asked him to share this information with the Board of Education. (H) APPOINTMENTS (H -1) Appointments - Adult Care Home Community Advisory Committee An application was received from Annette Archer and forwarded to the Regional Ombudsman for consideration. The item was tabled to the December meeting to allow additional time for the Ombudsman to determine if Ms. Archer's work schedule will allow her to participate in the Committee's quarterly visits. The Regional Ombudsman has determined Ms. Archer's work schedule will work out for her to serve and recommends her for appointment. Jerry Shinn's appointment on the Adult Care Home Community Advisory Committee ends December 31, 2011. Mr. Shinn is interested in being reappointed. There are currently five (5) vacant positions on this Committee. UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer and unanimously carried, the Board appointed Annette Archer to the Adult Care Home Community Advisory Committee for an initial one -year term ending December 31, 2012. By the same vote, the Board also reappointed Jerry Shinn to the Adult Care Home Community Advisory Committee for a three -year term ending December 31, 2014. (H -2) Appointments - Department of Aging Advisory Board The Cabarrus County Department of Aging Advisory Board respectfully recommends the reappointment of the following advisory board members for 3- year terms ending December 31, 2014: Betty Barnhardt, Ann Eaves and Michael Plowman. The Department of Aging Advisory Board also recommends the appointment of Geri Foster and Rosa Santos for 3 -year terms to replace Cecilia Aube and Dallene Dillard, respectively. UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage and unanimously carried, the Board reappointed Betty Barnhardt, Ann Eaves and Michael Plowman to the Department of Aging Advisory Board for three -year terms ending December 31, 2014. By the same vote, the Board appointed Geri Foster and Rosa Santos to the Department of Aging Advisory Board for three - year terms ending December 31, 2014. (H -3) Appointments - Food Policy Council The terms of appointments for a number of the Food Policy Council members expires December 31. The Council recommends the 3 -year reappointment of: Trish Cramer, Randy Fisher, Wade Holland, Colleen McDaniel, Jessica Castrodale, Keila Snelling and Marcia Brashear. The Council also recommends the appointment of Megan Poole to fill a vacancy for the "medical industry" due to the resignation of Mary Blakeney. The Council further recommends the appointment of David Orr to the "at large" position formerly held by Philip McAuley. Exceptions to the "service on multiple boards" provision of the Appointment Policy will be needed for Jessica Castrodale and Randy Fisher. Ms. Castrodale also serves on the Public Health Authority of Cabarrus County and Mr. Fisher also serves on the Agricultural Advisory Board. Chairman Poole advised, as she stated during the December work session, that she will recuse herself from the vote regarding her daughter, Megan Poole.
