<br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board reappointed Trish Cramer, Randy Fisher,
<br />Wade Holland, Colleen McDaniel, Jessica Castrodale, Keila Snelling and Marcia
<br />Brashear to the Food Policy Council for three -year terms ending December 31,
<br />2014; including exceptions to the "service on multiple boards" provision of
<br />the Appointment Policy for Ms. Castrodale and Mr. Fisher.
<br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage
<br />and carried with Vice Chairman Burrage and Commissioners Carruth, Measmer and
<br />White voting for and Chairman Poole recused, the Board appointed Megan Poole
<br />(medical industry) to the Food Policy Council (FPC) to complete an unexpired
<br />term ending December 31, 2012 and appointed David Orr (at large) to the FPC
<br />for a three -year term ending December 31, 2014.
<br />(H -4) Appointments - Home and Community Care Block Grant (HCCBG) Committee
<br />The terms of appointment for the entire Home and Community Care Block
<br />Grant Committee expires December 31st. The Aging Department recommends the
<br />reappointment of the following members: Betty Babb, Larry Belk, Gail Linker,
<br />James Polk, Kelly Sifford, Cyndi Smart, Beth Croom, Karin Allen and Linda
<br />Miller Ex Officio /AAA Liaison. The Commissioner Ex Officio Liaison member
<br />will be appointed in a separate agenda item. The Aging Department further
<br />requests the appointment of Linda McDonald as a "consumer" representative in
<br />order to create /expand the number of local citizens with knowledge of
<br />services offered by the Aging Department. An exception to the "service on
<br />multiple boards" provision of the Appointment Policy will be needed for Ms.
<br />Babb who also serves on the Piedmont Area Mental Health, Mental Retardation
<br />and Substance Abuse Authority and Mr. Polk who also serves on the
<br />Transportation Advisory Board.

<br />and unanimously carried, the Board reappointed the following individuals to
<br />the Home and Community Care Block Grant (HCCBG) Committee Members for two -
<br />year terms ending December 31, 2013: Betty Babb (Consumer), Larry Belk
<br />(Transportation), Gail Linker (Consumer), James Polk (DSS), Kelly Sifford
<br />(Commerce), Cyndi Smart (Aging), Beth Croom (Meals on Wheels), Karin Allen
<br />(Meals on Wheels) and Linda Miller Ex Officio /AAA Liaison; including an
<br />exception to the "service on multiple boards" provision of the Appointment
<br />Policy for Ms. Babb and Mr. Polk.
<br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Carruth
<br />and unanimously carried, the Board created a new "consumer" position on the
<br />Home and Community Care Bloc Grant Committee and appointed Linda McDonald for
<br />a two -year term to fill this position.
<br />(I) REPORTS
<br />(I -1) CYC - Cabarrus Youth Council
<br />Ella Beth Wickliff, Mount Pleasant High School, and Wells King,
<br />Covenant Classical School, presented an overview of the Cabarrus Youth
<br />Council's recent activities and accomplishments. Topics included were a
<br />partnership with DSS for a 2011 holiday event, working with middle school
<br />students on government /voter apathy, conferences attended and the 4 -H
<br />Citizenship Focus. The following Council members were also in attendance.:
<br />Taylor Furr, Hickory Ridge High School; Seth Bollenbecker, Mount Pleasant
<br />High School; Harrison Reiff, Concord High School; Ian Smith, Central Cabarrus
<br />High School; Georgie Ziama, Covenent Classical School; Te'Shone Davidson, A.
<br />L. Brown High School; Daniel Hicks, A. L. Brown High School; Cameron Watson,
<br />Northwest Cabarrus High School; Alana Dean, J. M. Robinson High School; Ryan
<br />Himes, Central Cabarrus High School; and Casey Aldridge, Concord High School.
<br />Commissioner Measmer stated the students are hard working, motivated
<br />and commended them for their accomplishments.
<br />(I -2) CAC Cabarrus Arts Council - Video Presentation
<br />Noelle Rhodes Scott, Cabarrus Arts Council President and CEO, presented
<br />a brief video highlighting the Cabarrus Arts Council's work in the community
<br />and expressed appreciation for the Board's support for the Council.
<br />Several Commissioners expressed appreciation for the Council's work and
<br />accomplishments in the community.
