January 5, 2010 (Work Session) Page 1757 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 5, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Cynthia Young, Deputy Clerk to <br />the Board. <br />Vice Chairman Poole and Commissioner Carruth were not present for the <br />beginning of the meeting. Vice Chairman Poole arrived at 3:35 p.m, and <br />Commissioner Carruth arrived at 3:57 p.m. <br />Call to Order <br />Chairman White called the meeting to order at 3:30 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: <br />Addition - Consent: <br />F-5 Commerce - Requested ROW and Road Maintenance Abandonment for a <br />Portion of Atando Road Cabarrus County, NC <br />Supplemental Information: <br />G-2 Sheriff's Department - Sheriff and Jail Staffing Analysis <br />Presentation from Brennan Consulting and Training Services <br />• Jail Staffing Report - (To be provided by the consultant at <br />the meeting.) <br />H-5 Commissioner Appointments for 2010 <br />• PDF Spreadsheet on Boards and Committees <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the following items to be placed <br />on the January 19, 2010 Agenda as follows: <br />Consent Agenda <br />• Finance - Property Easements for the AT Allen Replacement Elementary <br />School - $20,000 <br />• Finance - Resolution Authorizing Library Director to Execute Grant <br />Applications and Appropriate Related Documents <br />• Library - Approval of Grant Application to the National Endowment for <br />the Arts - Big Read Program - $12,500 <br />• Tax Administration - Refund and Release Report - December 2009 <br />• Commerce - Requested ROW and Road Maintenance Abandonment for a Portion <br />of Atando Road Cabarrus County, NC <br />Appointments <br />• Appointments - Firemen's Relief Fund Trustees <br />• Appointments - Juvenile Crime Prevention Council <br />• Removal - Adult Care Home Community Advisory Committee <br />• Removal - Nursing Home Community Advisory Committee <br />• Appointments - Commissioner Appointments for Calendar Year 2010 <br />Reports <br />• Request for Application to County Boards/Committees <br />Parks Department - Approval of Masterplan for Rob Wallace Park <br />
