January 5, 2010 (Work Session) Page 1758 <br />Londa Strong, Parks Director, reported Tim Lowder with W.K. Dickson <br />Community Infrastructure Consultants is present to provide an overview of the <br />recommended Masterplan for the Rob Wallace Park. <br />Mr. Lowder presented a PowerPoint presentation highlighting the overall <br />Masterplan, Master Planning Schedule, topographical layouts, survey results, <br />site photos, architectural sketches of park facilities, kiosks/information <br />stations, and various park amenities for the 190-acre park in Midland. <br />In response to questions from the Board relating to the action of the <br />request, Mr. Lowder advised the request is for the Board's acceptance of the <br />Masterplan which includes the various amenities and the budget phasing <br />process. <br />Mr. Lowder and Ms. Strong responded to a variety of questions from the <br />Board regarding communications with Midland citizens and responses to the on- <br />line survey. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place the Approval of Masterplan <br />for Rob Wallace Park on the January 19, 2010 Agenda as a New Business item. <br />Sheriff's Department - Sheriff and Jail Staffing Analysis Presentation from <br />Brennan Consulting and Training Services <br />Sheriff Brad Riley introduced Eric Jones and Todd Davis with Brennan <br />Consulting and Training Services, LLC. <br />Mr. Jones reviewed the Staffing Analysis for the Sheriff's Office and <br />Mr. Davis reviewed the Staffing Analysis for the Detention Center. <br />A summary of the recommended staffing for the Sheriff's Office is as <br />follows: <br />BCTS CONCLUSIONS <br />Based on the above analysis, BCTS recommends the following new <br />positions to the Cabarrus County Sheriff's Office. <br />Executive Services <br />A Special Assistant to the Sheriff responsible for writing grants <br />applications and providing overall planning duties, including <br />disaster and terrorism preparedness and crisis management plans. <br />An Internal Affairs Investigator responsible for investigating <br />complaints, Use of Force incidents and to perform other duties as <br />assigned by the Sheriff. <br />Total Executive Services Positions: 2 <br />Administrative Division <br />Civil/Records <br />An additional deputy position to be assigned to relieve the <br />Lieutenant and Sergeant of the need to process and serve <br />Executions, Tax Warrants Claims and Delivery. <br />Courthouse Security <br />Two (2) additional deputies to accommodate the time demands of <br />this unit once the new jail becomes operational; the increased <br />number of security checkpoint admissions; the need to reduce <br />overtime costs; and the need to ensure sufficient coverage of the <br />court. <br />Total Administrative Division Positions: 3. <br />Support Services <br />Animal Control <br />An additional deputy to assist in the facilitation of required <br />duties presently not' being conducted due to staffing shortages; <br />to provide relief when officers are in training or absent due to <br />other types of leave; and to provide adequate coverage at the <br />animal shelter to coj~ply with USDA requirements/standards. <br />D.A.R.E./S.R.O. <br />ti <br />
