January 5, 2010 (Work Session) <br />Page 1760 <br />Medical 1 24-hr post; shift relief Yes 5.25 <br />Warehouse/Laundry 1 12-hr ost; shift relief Yes 2.63 <br />Classification/Grievance 1 12-hr ost; shift relief Yes 2.63 <br />Property Control 1 24-hr post; shift relief Yes 5.25 <br />Visitation (Reception) 1 12-hr post; shift relief Yes 2.63 <br />Visitation (Reception) 1 24-hr post; shift relief Yes 5.25 <br />Subtotal Support 26.27 26 <br />TOTAL STAFF 198.40 198 <br />FTE = Full-time Equivalent Staff <br />Lengthy discussions ensued regarding various topics such as comparisons <br />with other Sheriffs' agencies, lake patrol, patrolling and growth within the <br />county, philosophy of staffing strategies, overtime, plan for future <br />discussions on the item, funding, unfunded mandates in regards to security <br />and technology, detention center manning, net increase of staffing, and <br />number of jail beds in the detention center. <br />To gain a better understanding of the theories and applications of the <br />Sheriff's Office, Chairman White requested the Board meet with Sheriff's <br />staff to discuss the various departmental operations. <br />Because of the considerable financial implications, John Day, County <br />Manager, noted it would be beneficial to discuss the matter after Staff meets <br />with Sheriff's staff and formulate funding plans to reveal actual budgetary <br />requirements. <br />No further action was required on this item. <br />Recess of Meeting <br />p.m. <br />The Board took a short break at 4:48 p.m. The meeting resumed at 5:05 <br />Commerce - Voluntary Mitigation Payment Adjustment for 2010 <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to the Voluntary Mitigation Payment (VMP) Adjustment for <br />2010: <br />Pursuant to the Cabarrus County Zoning Ordinance Section 15-9.7, <br />"Mitigation measures that involve the payment of money to the <br />County or School District to defray the per-unit impacts of <br />school facilities must be based on calculated capital costs <br />associated with new construction. The capital costs shall be re- <br />assessed every five years. The Board of Commissioners shall adopt <br />the minimum mitigation amount based upon that calculation and the <br />annual rate of inflation. The Marshall and Swift valuation <br />service shall be the index used to calculate the rate of <br />inflation. The minimum amount of the Voluntary Mitigation <br />Payment shall be adjusted and the new amount shall be effective <br />January 1 of each year." Consequently, Staff is providing the <br />Board of Commissioners with the following information based on <br />the requirements of the Zoning Ordinance. <br />Performing the required calculations for the adjustment, it shows <br />that a decrease is called for based on the Comparative Cost <br />Multipliers for Type A construction (fireproofed steel frame) in <br />.the Charlotte NC area. <br />o Table one (1) describes the first adjustment calculation <br />and the resulting amounts adopted by the Board of <br />Commissioners for calendar year 2008. <br />o Table two (2) describes the second adjustment and the <br />resulting amounts adopted by the Board of Commissioners <br />for calendar year 2009. <br />o Table three (3) describes the third adjustment (2010) <br />and the resulting amounts to be considered for adoption. <br />Based on the information requested by the Board of Commissioners <br />for the Adequate Public Facilities Voluntary Mitigation Payment <br />adjustment in 2009,7Staff is providing the following amounts to <br />the Board of Commissioners for consideration for calendar year <br />2010. <br /> <br />
