January 5, 2010 (Work Session) <br />Page 17 63 <br />The Positron Viper system provides the ability to run the three <br />PSAPs off the two existing Vipers. The 911 trunks are terminated <br />at the viper and the calls are distributed based on their ESN <br />number to the appropriate PSAP. If the Cabarrus 911 center <br />positions experienced a failure the Kannapolis and Concord <br />positions would have the ability to answer the 911 calls normally <br />routed to Cabarrus. This system will also benefit if there is a <br />high volume incident in a particular ESN. The higher volume of <br />calls would have the ability to roll over to the other PSAPs. The <br />specific scenarios will be cover in inter-local agreements <br />between the PSAPs of Cabarrus County, City of Concord, and the <br />City of Kannapolis. The North Carolina 911 board has requested <br />that the specifics be outline in writing. <br />Finally, this project does not conflict with idea of <br />consolidation but ensures the three centers continue to <br />standardize on like equipment. The positions that would be <br />purchased would be required if center consolidation was to move <br />forward. This proposal and the project upon its completion <br />provides for a geographically dispersed PSAP. <br />In response to questions from the Board, Lieutenant Gilleland advised <br />PSAP is an acronym for "Public Safety Answering Point" (911 centers). Mr. <br />Shanley advised the request is for approval ~to utilize 911 funds to fund <br />positions in Concord and Kannapolis. In response to questions from the Board <br />relating to the positions, Mr. Shanley clarified that the additional <br />positions are in terms of technology (a computer and electronic telephone <br />system). In response to questions from the Board whether the back-up system <br />will strengthen and expand for county growth, Lieutenant Gilleland advised <br />the primary reason is for backup and for the County to have common equipment <br />with the cities in order to provide more efficient operations. Mr. Shanley <br />illustrated if there is rollover activity due to high call volume in a <br />specific section of the county, the PSAPs can backup each other. <br />A discussion ensued regarding the County's accessibility to the <br />hardware (positions) given that the equipment will be purchased by the County <br />but will 'be located at a facility not owned by the County. Mr. Shanley <br />advised Lieutenant Gilleland is working on a back-up plan. Lieutenant <br />Gilleland informed an agreement is being devised with the two municipalities <br />(Concord and Kannapolis) for ways to access the equipment and a back-up plan <br />will be submitted in writing. Given this information, Chairman White <br />questioned how the County could protect the Sheriff's Department to ensure <br />the Sheriff's Department's immediate access to the equipment should services <br />shut down at the Governmental Center. <br />In response to questions from the Board, Lieutenant Gilleland stated he <br />spoke with Concord and Kannapolis and if an entity wants out of the PSAP <br />system to operate independently, a notice must be submitted in writing. Mr. <br />Shanley advised the intent is for the equipment to belong to the County. <br />Chairman White spoke briefly about the benefits of the collaborative <br />PSAP operation. He noted the drawbacks of independent operations and stated <br />independent PSAPs would not provide a better service than what is proposed <br />with the new equipment. <br />Vice Chairman Poole questioned whether the request for providing the <br />expansion is contingent upon the agreement between the two municipalities. <br />John Day, County Manager, stated it is anticipated there will be interlocal <br />agreements drafted for the Board's approval. <br />Mike Downs, Deputy County Manager, stated the request is twofold: <br />first, to utilize funds for the system expansion; and secondly, to present <br />the State with a plan for its approval for the funds to be expended on the <br />cities since the County is the primary PSAP. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Request to Use 911 <br />Funds for Expansion of Cabarrus County 911 System on the January 19, 2010 <br />Agenda as a Consent item, including with conditions of the interlocal <br />agreements. <br />BOC - Request to Increase Rabies Vaccination for Dogs and Cats Administered <br />During Countywide Rabies Clinic <br />Chairman White stated he received an email relating to the request and <br />consulted with John Day, County Manager and Commissioner Carruth who is the <br />
