January 5, 2010 (Work Session) Page 1764 <br />board liaison to the Animal Protection and Preservation Advisory Committee <br />regarding the matter. <br />Mr. Day advised the request is in response to a veterinary office to <br />increase the fee for rabies vaccinations. He stipulated the request is not <br />pertaining to regular office visits, but for drive-through services and <br />County-sponsored events; and it has been a number of years since the last fee <br />increase. <br />Commissioner Carruth commented that the Animal Protection and <br />Preservation Advisory Committee has not met recently but is in the process of <br />convening a meeting. He spoke briefly about changes to the animal control <br />legislation including additional requirements on the Animal Control <br />Department at the Sheriff's Office. He stated time is needed for the <br />committee to meet to discuss issues and present a recommendation. <br />Chairman White stated it would be advantageous to get a recommendation <br />from the Animal Protection and Preservation Advisory Committee as to whether <br />the Board should adopt anything and, if so, at what price. He noted there is <br />an amount not to exceed $10:00 which does not cover the administration costs; <br />and, as such, both costs would be greater than the $10.00 not-to-exceed <br />amount. <br />Commissioner Carruth stated the problem lies not with responsible pet <br />owners who can afford the fee and take their pets to their veterinarian for <br />rabies shots. He stressed 80 percent of the problem stems from targeted <br />individuals from spay/neuter clinics that cannot afford the fee and who have <br />an overabundance of cats and dogs in the community proliferating possible <br />rabies outbreaks. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Request to Increase <br />Rabies Vaccination for Dogs and Cats Administered During Countywide Rabies <br />Clinic on the February 15, 2010 Agenda as a New Business item. <br />BOC - BFI Fuel Surcharge <br />John Day, County Manager presented information relating to the BFI Fuel <br />Surcharge. He reported a 7.5 percent flat fee was added to the subscription <br />price to cover a fuel recpvery fee; and the 7.5 percent was based on the <br />original franchise amount. He noted the County received some public comments <br />regarding an adjustable fee. He informed Staff met with representatives from <br />Allied/BFI; and he illustrated information from the Lower Atlantic Fuel Price <br />chart provided by the Federal Government. He stated if the County switched <br />to a quarterly adjustment based on current pricing, it would be less than tie <br />7.5 percent flat fee; however, the fee would be subject to change. He <br />advised he does not have a recommendation for the Board, and noted Allied/BFI <br />is willing t.o go with a quarterly adjustment if the Board prefers, but <br />cautioned it would be a gamble. He commented that it is unlikely diesel <br />prices will decrease from what they have been in the past six months. <br />Commissioner Carruth spoke about concerns relating to the record cold <br />winters across the northern hemisphere and how the cold weather may affect <br />the price of crude oil because of increased fuel costs. <br />Mr. Day concurred winter is particularly a bad time for this process; <br />and reiterated Allied/BFI will make the adjustment however the Board chooses. <br />Chairman White stated for the sake of taxpayers it would be more <br />beneficial for the fee to be a set amount so as not to create a volatile <br />situation of fluctuating fees. He said a set amount would be safer and a <br />more responsible decision; and that the Board can review the item again this <br />summer. <br />A discussion ensued in favor of the set flat fee as opposed to the <br />adjustable fee. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to table the BFI Fuel .Surcharge to <br />July. <br />Resolution Advocating fob the Reinstatement of A reements between General <br />Motors Corporation and Ben Mynatt Chevrolet ,Cadillac Dealershi <br />Chairman White encouraged the Board to consider adopting a resolution <br />in support of small and medium-size businesses in the county as well as the <br /> <br />
