January 19, 2010 (Regular Meeting) Page 1768 <br />(F-4) Finance - Resolution Authorizin Library Director to Execute Grant <br />Applications and Appropriate Related Documents <br />The Cabarrus County Library Department applies for various grants to <br />fund programs which generally requires applications or Memorandums of <br />Agreement to be submitted to funding sources. In order to keep the grant <br />application process moving forward in a timely manner, it is requested that <br />the following resolution be adopted which authorizes the Library Director to <br />execute grant related documents. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2010-01 <br />RESOLUTION AUTHORIZING <br />THE CABARRUS COUNTY DIRECTOR OF LIBRARIES TO SIGN <br />MEMORANDUMS OF AGREEMENT OR APPLICATIONS FOR <br />GRANTS ASSOCIATED WITH LIBRARY PROGRAMS <br />Whereas, the Cabarrus County Library Department applies for grants to <br />fund library programs; and, <br />Whereas, the grant funds may be received from various sources; and, <br />Whereas, these grants are funded at 100 percent, with no county funds <br />being used; and, <br />Whereas, Memorandums of Agreement or Applications between Cabarrus <br />County and the various grant sources must be signed for acceptance of these <br />funds; and, <br />Whereas, these agreements must be executed timely; and, <br />Whereas, no expenditures can be made until a budget amendment is <br />approved by the Cabarrus County Board of Commissioners; <br />Now, therefore, be it resolved by the Cabarrus County Board of <br />Commissioners that ,the Cabarrus County Director of Libraries is authorized to <br />sign Memorandums of Agreement or Applications between Cabarrus County and the <br />various grant sources for the receipt of grant funds. <br />Adopted this the 19th day of January, 2010. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />(F-5) Library -.Approval of Grant Application to the National Endowment for <br />the Arts - Big Read Program - $12,500.00 <br />The Library plans to submit a grant application to the National <br />Endowment for the Arts for the Big Read program. If awarded, the $12,500.00 <br />will be used for the 2010 "One Book One Community" program. The book for <br />2010 program is "The Things They Carried" by Tim O'Brein. The grant has a <br />l:l match, which will be provided by the Cannon Trust, the Friends of the <br />Library and a few other sources. The application deadline is February 2, <br />2010. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized the Library Director to submit <br />the aforementioned grant application and execute any related documentation. <br />(F-6) Sheriff's Department - Request Approval to Use 911 Funds for Expansion <br />of the Cabarrus County 911 System to Lease PSAP Positions Located at City of <br />Concord and Kannapolis <br />The expansion of the Cabarrus 911 system to include positions located <br />at the City of Concord and Kannapolis will provide a geographically disperse <br />system allowing: leverage use of the County's existing Positron Viper <br />system, roll over between physical sites during high call volume, and back up <br />positions. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board authorized use of 911 funds for expansion <br />of the Cabarrus County 911 system to replace positions located at Concord and <br />
