February 15, 2010 (Regular Meeting) Page 1784 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 15, 2010, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Cynthia Young, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Girl Scout Brownie Troop 3558 from the Hornets Nest Council conducted <br />the Flag Ceremony. Scouts participating were: Hailey Ensing, Emily Fretz, <br />Rose Hercillia, Alexandra Roig, Makenzie Roig and Katleyn Wiltse. <br />Rev. Dr. Mark Ericson from St. John's Lutheran Church in Concord <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of January 5, 2010 <br />(Work Session), January 19, 2010 (Regular Meeting) and February 1, 2010 (Work <br />Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following additions to the agenda: <br />(C-3) Resolution Declaring February 17, 2010 as "Boy Scouts of America Day" <br />in Cabarrus County in Honor of their One Hundredth Anniversary <br />(L-2) Closed Session - A Closed Session is Needed to Discuss the Location or <br />Expansion of a Business/Industry and to Discuss a Personnel Matter as <br />Authorized by NCGS 143-318.11(a)(4) and (6). <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Fair - Presentation of the NCAOAF State and IAFE International Awards <br />Candace Storey, Fair Manager, introduced the following Fair staff <br />present at the meeting: Tonya Gill, Fair Coordinator; and two Fair board <br />members, Marian Cooper, Exhibit Director; and Matt Barrier, Barn Supervisor. <br />Ms. Storey and Ms. Gill presented the following information and 2009 Fair <br />International State recognitions and awards: <br />Five (5) International Awards from the IAFE (International Association <br />of Fairs and Expos): <br />1) First Place Communications Award Division 1: <br /> Outstanding Promotional Advertising-Outdoor <br />2) First Place Competitive Exhibits Award Division l: <br /> Outstanding Interactive Competitive Exhibit <br />3) First Place Competitive Exhibits Award Division 1: <br /> Outstanding General Competitive Exhibit Display Photo <br />4) Second Place Agricultural Award Division l: Green Program <br />5) Second Place Agricultural Award Division 1: <br /> Agricultural Photo-Agriculture Series. <br />Three (3) State Awards were received. One (1) from the North Carolina <br />Department of Agriculture and Consumer Sciences (GOT TO BE NC EXHIBIT - <br />Commissioner of Agriculture Award in Category 3); and two (2) from the NCAOAF <br />(North Carolina Association of Agricultural Fairs): Media Award for <br />Governmental Fairs and Youth Award for Governmental Fairs. <br />It was also noted that Elizabeth Skinner, the Youth Best in Show <br />recipient from the 2009 Cabarrus County Fair, won Youth Best in Show in the <br />
