February 15, 2010 (Regular Meeting) Page 1819 <br />Special promotions and/or discounts may be offered at various times <br />throughout the year as approved by management. <br />(G-3) BOC - Request to Increase Rabies Vaccination for Dogs and Cats <br />Administered During Countywide Rabies Clinic <br />Chairman White advised this matter was ,initially referred to the Animal <br />Protection and Preservation Advisory Committee for recommendation. <br />Commissioner Carruth reported the Committee met on February 1, 2010 where <br />members discussed the issue and voted unanimously to increase the rabies <br />vaccination fee to $10.00 to help defray costs. A discussion ensued <br />regarding the current rabies vaccination fee of $7.00 and the nominal <br />proposed increase. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board increased the fee for rabies vaccinations <br />administered during the annual county sponsored rabies clinic to $10.00 as <br />authorized by North Carolina General Statute ~130A-187. <br />(H) APPOINTMENTS <br />(H-1) Appointments - Adult Care Home Community Advisory Committee <br />Ms. Elizabeth M. Ryan has submitted an application to serve on the <br />Adult Care Home Community Advisory Committee and was prequalified by the <br />regional Ombudsman. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board appointed Elizabeth Ryan to the Adult Care <br />Home Community Advisory Committee for a 1-year term ending February 28, 2011. <br />(H-2) Appointments - Agricultural Advisory Board <br />The terms of appointment for Larry E. Taylor and Ned Y. Hudson expired <br />on January 31, 2010; both members do not desire reappointment at this time. <br />Thomas E. Barbee and Eddie S. Moose have submitted applications to serve on <br />this Advisory Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board appointed Thomas E. Barbee and Eddie S. Moose <br />to the Agricultural Advisory Board for 3-year terms ending January 31, 2013; <br />and acknowledged the service of Mr. Taylor and Mr. Hudson. <br />(H-3) Appointments - Animal Protection and Preservation Advisory Committee <br />The Animal Protection and Preservation Advisory Committee met on <br />February 1, 2010 and agreed to recommend the reappointments of the following <br />members: Lt. David Taylor (County Animal Control), Dr. Stewart Roberts <br />(Veterinarian), Patsy Beeker (Recognized Humane Animal Organization), Ruth <br />DeMarcus (At-large), Karin Britt (Recognized Humane Animal Organization) and <br />Donna Rogers (At-large). The terms of appointment for these individuals <br />ended on June 30, 2007. This Committee originally met on a frequent basis, <br />but now meets on an "as needed" basis. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried,. the Board reappointed: Lt. David Taylor (County <br />Animal Control), Dr. Stewart Roberts (Veterinarian), Patsy Beeker (Recognized <br />Humane Animal Organization), and Ruth DeMarcus (At-large) to the Animal <br />Protection and Preservation Advisory Committee for 2-year terms ending June <br />30, 2012; <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board reappointed: Karin Britt (Recognized <br />Humane Animal Organization) and Donna Rogers (At-large) to the Animal <br />Protection and Preservation Advisory Committee for 1-year terms ending June <br />30, 2011. <br />(H-4) Appointments - Criminal Justice Partnership Advisory Board <br />At the Criminal Justice Partnership Advisory Board's December 29, 2009 <br />meeting, Revella Nesbit (Mental Health/Ex Officio), Karen King (Substance <br />Abuse) and Sally Coleman (Victim Services) were recommended for reappointment <br />for additional 3-year terms. An exception to the Appointment Policy <br />(residency provision) is needed for Ms. .Nesbit and Ms. King. Ms. Nesbit also <br />serves on the JCPC (Juvenile Crime Prevention Council); therefore another <br />
