March 15, 2010 (Regular Meeting) <br />Page 1842 <br />WHEREAS, LifeShare Of The Carolinas, the organ procurement organization <br />that serves Cabarrus County, is a part of that community and has <br />its own programs to highlight the importance of donating to save <br />the lives of others; and <br />WHEREAS, Over 3,000 North Carolina residents and 105,000 people nationwide <br />are in need of life-saving transplants; and <br />WHEREAS, Residents of Cabarrus County have been touched by donation as <br />recipients of life-saving transplants and as members of donor <br />families who have literally given others a second chance at life; <br />and <br />WHEREAS, It is an honor and privilege to have some of those residents in <br />attendance at the Board of Commissioners Meeting of Cabarrus <br />County to present the Board with a Donate Life flag. <br />NOW, BE IT RESOLVED, we, the members of the Cabarrus Board of County <br />Commissioners do hereby proclaim the month of April, 2010 to be <br />NATIONAL DONATE LIFE MONTH <br />In Cabarrus County and urge our residents to give serious thought to the <br />importance of eye, organ and tissue donation and if so desired, to join the <br />North Carolina Donor Registry and further, to notify their family members <br />that they have done so. <br />Adopted this the 15th day of March, 2010. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL PUBLIC COMN.~NTS <br />Chairman White opened the meeting for Informal Public Comments at 6:37 <br />p.m. He stated each speaker would be limited to three minutes. <br />Joyce Bost, resident of 205 Vanderbilt Avenue in China Grove, stated <br />she is the President of the Board of Directors of the Enochville Volunteer <br />Fire Department (VFD). She said she learned of County'"s intent to terminate <br />the contract with the VFD in the local newspaper and that someone from the <br />County should have contacted her. She urged the Board to reconsider this <br />matter and postpone action until discussions with the Board of Directors can <br />be facilitated. <br />Lisa Joines, resident of 2225 Kenwood Drive in Kannapolis and <br />Commissioner of the Enochville Volunteer Fire Department (VFD), said it is <br />her responsibility to review the budget that is submitted to Rowan and <br />Cabarrus Counties. She asked the Board to reconsider and postpone its <br />decision to terminate the contract since no one approached the VFD about this <br />issue. She asked that County representatives meet with the VFD and <br />emphasized that more time is needed for the VFD Board to consider the <br />implications associated with the potential loss of revenue. <br />Clark MacKey, resident of 1404 South Juniper Avenue in Kannapolis, <br />stated he is a fire officer with the Enochville Volunteer Fire Department <br />(VFD). He stated there have been no formal indications to the fire <br />department of poor performance from any representative from Cabarrus County. <br />He also stated according to a report from the Rowan County Communications <br />Center, only eleven (11) calls were missed, not twenty (20) as reported by <br />Cabarrus County. He explained equipment purchased to provide service to the <br />Enochville area will not be paid for until 2017. <br />Steve Olson, resident of 5480 Enochville School Road in China Grove and <br />Board member of the Enochville Volunteer Fire Department (VFD), expressed <br />disappointment in the manner in which the termination of the contract with <br />the VFD came about and noted the lack of a formal presentation to the VFD <br />Board. He acknowledged the existence of inaccurate information published in <br />the local newspaper and lack of concern for Rowan County, the VFD and <br />affected citizens. He also read statements of support for the VFD from <br />residents in the service area. <br />Price Crutchfield, resident of 592 Love Street in Concord, stated he <br />has addressed the Board previously regarding Concord police officers <br />consuming alcoholic beverages on school property and no action has been <br />
