March 15, 2010 (Regular Meeting) Page 1864 <br />platting may request that the County amend the affected Consent Agreement to <br />allow such builder or developer to pay the VMP for each lot or unit at the <br />time that the builder or developer pulls a building permit for such lot or <br />unit. <br />2. That the County Manager is authorized to execute such Consent <br />Agreement amendments without further approval of the Board, so long as the <br />amendment is in compliance with the provisions of this Resolution. <br />3. That the County Attorney is authorized to determine if the <br />proposed amendment for each Consent Agreement is in compliance with the <br />provisions of the APFO and this resolution and shall draft the amendment <br />documents. <br />4. That the amendment to each Consent Agreement shall provide that <br />the amendment will expire on September 30, 2010 unless the Board by <br />resolution extends the term of the amendment and that upon expiration, the <br />original provisions of the Consent Agreement shall again constitute the <br />contract between the parties. <br />5. That the amendment shall apply only to lots platted after the <br />effective date of this Resolution, which is March 15, 2010. <br />6. That the Cabarrus County Commerce Department shall send a copy of <br />this resolution to each affected builder or developer by regular mail at the <br />address listed in the Consent Agreement for such builder or developer. <br />Adopted this 15t'' day of March, 2010. <br />/s/ H. Lowry (husband and wife) have submitted <br />applications to serve on the Adult Care Home Community Advisory Committee <br />(Adult Care Home CAC). Both individuals were prequalified by the regional <br />Ombudsman. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board appointed Marsha Wray Lowry and Donald G. <br />Lowry to the Adult Care Home Community Advisory Committee for one-year terms <br />ending March 31, 2011. <br />(H-2) Appointments - Criminal Justice Partnership Advisory Board <br />The terms of appointments end April 30, 2010 for the following CJPP <br />members: David Calloway (Probation/Parole), Jodi Ramirez (Community-based <br />Agency), June Menig (Community Service Coordinator), Susan Schneider (Victim <br />of Crime), Anna H. Hood (At-large), Michael G. Knox (District Court Judge), <br />H. Jay White, Sr. (County Commissioner), W. Erwin Spainhour (Judge of <br />Superior Court), Tom Barcellona (District Attorney/Designee), and Benjamin S. <br />Small (Criminal Defense Attorney). The Advisory Board recommends <br />reappointments for the aforementioned individuals with the following <br />exceptions: June Menig (declined to serve due to retirement) and Anna Hood <br />(who is ineligible for reappointment due to her length of service). <br />An exception to the "length of service" provision of the Appointment <br />Policy is needed for W. Erwin Spainhour. An exception to the "service on <br />multiple boards" is needed for Jodi Ramirez and Michael G. Knox. <br />The CJPP recommends the appointment of Mark Antoszyk to fill the At- <br />large position being vacated by Anna H. Hood. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed David Calloway <br />
