April 5, 2010 (Work Session) Page 1868 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 5, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />Absent - Commissioner: Robert W. Carruth <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Later in the meeting, Chairman White announced Commissioner Carruth is <br />out-of-town on business but is available by phone if needed. <br />Call to Order <br />Chairman White called the meeting to order at 3:32 p.m. He requested <br />Item I-1 - Presentation of the 2009 Nursing Home and Adult Care Home <br />Community Advisory Committees' Annual Report be presented at this time. <br />BOC - Presentation of the 2009 Nursing Home and Adult Care Home Community <br />Advisory Committees' Annual Report <br />Laurie Abounader, Regional Ombudsman, presented the 2009 Nursing Home <br />and Adult Care Home Community Advisory Committees' Annual Report. The report <br />included the following information: 2009 Goals; Major Trends and Issues <br />Affecting Long-term Care Residents; Committee Activities and Accomplishments; <br />Committee Goals for 2010; and Committee Needs for 2010. Further, she <br />recognized fellow committee members Elizabeth Ryan, Jerry Shinn, Ed Burns and <br />Karen Gabbert that were in attendance. She urged the Board to continue <br />efforts to increase the committees' membership. <br />Ms. Abounader responded to several questions from the Board throughout <br />the presentation. <br />Chairman White said the since report was presented today, it does not <br />need to be included in the regular meeting agenda. <br />Approval of Agenda <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda with the exclusion of <br />Item I-1 BOC - Presentation of the 2009 Nursing Home and Adult Care Home <br />Community Advisory Committees' Annual Report. <br />Approval of Agenda Items <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the following items to be placed <br />on the April 19, 2010 Agenda as follows: <br />Recognitions and Presentations <br />• Human Resources - Recognition of Patsy Greeson and Sandra Russell on <br />Their Retirements from Cabarrus County <br />• Soil and Water Conservation District - Annual Stewardship Week <br />Proclamation <br />Old Business <br />• BOC - Request by Research City, LLC for Refund of Ad Valorem Taxes Paid <br />on Real Property - $2,744.55 - Tabled from the March Regular Meeting <br />Consent Agenda <br />• BOC - Proclamation Declaring April 18-24, 2010 as "Volunteer Week" in <br />Cabarrus County <br />• EMS - Cabarrus County Emergency Services Week <br />• Finance - Administrative Budget Amendment (Capital Reserve Fund - <br />$330,979.85) <br />• Finance - Piedmont Behavioral Health Sublease Extension <br />• Human Resources - Cabarrus County Personnel Ordinance Revision <br />
