Wade Gray's Retirement and Award of Service <br />Weapon <br />• Sheriff's Office - Award Service Weapon to Retiring Deputy Bobby R. <br />Bonds <br />• Tax Administration - Refund and Release Report - March 2010 <br />Appointments to Boards and Committees <br />• Appointment - Nursing Home Community Advisory Committee <br />• Appointment - Criminal Justice Partnership Program <br />• Removal - Adult Care Home Community Advisory Committee <br />Reports <br />• Commerce - HALUP Progress Summary Report for February 2010 <br />• Request for Applications to County Boards/Committees <br />County Manager - Approval of Food Policy Council <br />John Day, County Manager, presented the following information related a <br />to the creation of a Food Policy Council (FPC): one element of the <br />sustainable community initiative approved previously by the Board, is the <br />creation of a FPC; the FPC is one of the items included in the successful <br />grant application the county made to the North Carolina Agricultural <br />Development and Farming Initiative Trust Fund; there are approximately 50 <br />FPCs in the country; the General Assembly established one for the State at <br />its last session and he is a member of that committee; it is envisioned that <br />each county will have such a policy council; these groups identify and <br />strengthen connections between food, health, natural resource protection <br />economic development in the agricultural community; this Council will be <br />charged with performing research, educating community, developing strategies <br />and making policy recommendations that will encourage the development of a <br />robust sustainable local food economy and healthier population; the Council <br />will also oversee the community food assessment that was included in the <br />grant award and the assessment will be performed by the Center for <br />Environmental Farming Systems (CEFS); the assessment will identify: what the <br />supply and demand is for food, where there are deficits in nutrition, public <br />health problems caused and how they can be mitigated locally; etc. He <br />concluded by stating this is an emerging trend across the country and his <br />hope is for the county to be on the front end of that trend. <br />In response to a question, Mr. Day advised the Communications and <br />Outreach Department will be charged with the task of publicizing the need for <br />applications for the FPC widely and by many different medias. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place Approval of Food Policy Council <br />on the April 19, 2010 Agenda as a New Business item. <br />EDC - Economic Development Grant Request - Celgard, LLC, A Polypore Company <br />and Public Hearing - 6:30 P.M. <br />John Cox, of the Cabarrus Economic Development Corporat-ion (EDC), <br />presented the following information related to a request for an Economic <br />Development Grant for Celgard, LLC: Celgard, LLC proposes to purchase land <br />in the International Business Park located in Concord and construct a 200,000 <br />square foot manufacturing facility; the company plans to create approximately <br />209 full-time jobs; the company is an innovative energy sustainable industry; <br />and the grant package includes industrial grants from the City of Concord and <br />Cabarrus County which are vertically the same except for the difference in <br />the tax rate. <br />Mr. Cox and Richard Koch, County Attorney, responded to questions from <br />the Board. The following issues were addressed: the inclusion of clawback <br />provisions to address the company closing (going out of business) or failing <br />to meet certain stipulated projections; the current draft agreement does not <br />specify the number of jobs to be created by the company as previously <br />requested by the Board; the County Attorney was asked and plans to include <br />employment provision(s) similar to those found in State and Federal grants as <br />recommended by the EDC (Economic Development Corporation); the omission of <br />employment requirements in Concord's agreement; a news article in the <br />Winston-Salem newspaper reported only 70 percent of the jobs promised came to <br />fruition in the Winston-Salem/Greensboro area. <br />Mr. Cox stated the EDC's suggestion was that if the company defaulted <br />on any inducements or incentives offered by the State it would also default <br />on any incentives offered by the County.
