She advised the <br />infrastructure has already been installed and the project will create much <br />needed jobs. <br />Chairman White requested the build-out schedule prior to the regular <br />meeting. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board voted to place the Consent Agreement for <br />Hawthorne Subdivision Project on the April 19, 2010 Agenda as a New Business <br />item. <br />BOC - County Government Office Complex - Upfit Seventh (7t'') Floor of <br />Sheriff's Administration Buildin to Accommodate the Relocation of Several <br />County Departments: Board of Elections, Parks Administration, EMS <br />Administration, and DSS Legal <br />Mike Downs, Deputy County Manager, reported approximately 27-28 <br />properties/locations (build or upfit) have been investigated with an <br />estimated cost of $6.5 to $8.5 million. He advised the seventh (7t'') floor of <br />the Sheriff's Administration Building has approximately 19,000 square feet of <br />available space and estimated the upfit cost to be between $1 and $2 million. <br />He commented on the existence of an elevator and needed air handling <br />upgrades. He further advised this flexible space could accommodate the <br />following County departments and possibly some Courthouse offices: Board of <br />Elections, Parks Administration, EMS Administration, and DSS Legal. He said <br />the next step would be to engage YCH Architects to prepare space planning <br />scenarios for the Board's review and approval. <br />Mr. Downs responded to a variety questions from the Board. The <br />following issues were addressed: parking; public accessibility; ADA <br />(American Disabilities Act) accessibility; alternate locations for one-stop <br />voting; other potential sites have become available; use of the seventh (7tn) <br />floor of the Sheriff's Administration building is only temporary; security <br />issues for Elections and the Sheriff's office; etc. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place County Government Office <br />Complex - Upfit Seventh (7t'') Floor of Sheriff's Administration Building to <br />Accommodate the Relocation of Several County Departments: Board of <br />Elections, Parks Administration, EMS Administration, and DSS Legal on the <br />April 19, 2010 Agenda as a New Business item. <br />Parks - Request to Convert Ownership and Maintenance of the Pharr Mill Road <br />Park to the Town of Harrisburg <br />Mike Downs, Deputy County Manager, reported the County received a <br />request from the Town of Harrisburg requesting to take over ownership and <br />maintenance of the Pharr Mill Road Park. He further reported the Park is in <br />the Town of Harrisburg's service and future growth areas, the Town plans to <br />annex the subdivision adjacent to the park, the Town is creating a Master <br />Parks and Recreation plan, the acquisition of the park will allow the Town to <br />apply for PARTF (Parks and Recreation Trust Fund) grants and other park- <br />related grants, and due to grants already in place, a long-term lease may be <br />more appropriate. <br />Chairman White advised the importance of obtaining the Parks <br />Commission's input on this issue and noted that he had a conversation with <br />the Parks Commission Chairman. <br />John Day, County Manager, advised W.W. Flowe Park, now operated by the <br />City of Concord, is a similar situation because the property was bequeathed <br />to the County and is now under a lease agreement with the City. <br />Londa Strong, Parks Director, stated the newly formed parks department <br />in Harrisburg is staffed, growing and ready to program, thereby, creating a <br />win, win situation for the Town of Harrisburg and the County.
