April 5, 2010 (Work Session) Page 1873 <br />ownership and maintenance of the Pharr Mill Road Park to the Town of <br />Harrisburg on the April 19, 2010 Agenda as a New Business item. <br />BOC - 2010 Legislative Agenda <br />John Day, County Manager, stated the 2010 Legislative Agenda should be <br />placed on the May Agenda. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the 2010 Legislative Agenda on <br />the May Work Session Agenda. <br />BOC - Request by Research City, LLC for Refund of Ad Valorem Taxes Paid on <br />Real Pro erty - $2,744.55 - Tabled from the March Regular Meeting <br />Chairman White asked the County Attorney if he had any information for <br />the Board regarding the request by Research City, LLC. <br />Richard Koch, County Attorney, responded he has the information with <br />him, however, his reading of the Redevelopment Commission of High Point v <br />Gilford County, a 1968 N.C. Supreme Court case, does not support the <br />supposition that the tax payer has authority to receive a refund in this <br />situation. Further, he said in answer to questions posed at the March <br />meeting, the 2009 property taxes have been paid; and he has been in contact <br />with a Chapter 13 trustee and should have more information regarding the <br />bankruptcy by the April regular meeting. <br />Google "Fiber for Communities" Project <br />Chairman White mentioned a recent article in the newspaper regarding a <br />request by Kannapolis and Concord to submit an application to be selected as <br />the Google "Fiber for Communities" project site. He added, in reading the <br />article, the project did not seem to be in competition with others or <br />business. He stated his intent to draft a resolution for the Board to <br />consider in support of Concord and Kannapolis' efforts to attract Google. <br />2010 Census <br />John Day, County Manager, announced the Census Bureau has a worker in <br />the Governmental Center Rotunda several days a week to assist the public with <br />their forms. The worker is available three days during the week and forms <br />are available for the public Monday through Friday. <br />North Carolina State University Local Government Engagement Partnership Award <br />Mr. Day announced the County has been selected to receive the North <br />Carolina State University Local Government Engagement Partnership Award. The <br />award will be presented in Raleigh on April 19th. He asked if any of the <br />Board members were available to accept the award and said this award is only <br />given when the University feels a community has done something work <br />recognizing. He explained the County is being recognized for its work with <br />Cooperative Extension and the university related to local food. <br />Chairman White advised if a member of the Board is unable to attend, it <br />would be appropriate for Debbie Bost, Cooperative Extension Director, or <br />someone from her staff to accept the award on behalf of the County. <br />Adjourn <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt, <br />and unanimously carried, the meeting adjourned at 4:43 p.m. <br />Cler to t e Boa <br />
