April 19, 2010 (Regular Meeting) Page 1874 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 19, 2010, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Mike Downs, Deputy County Manager, was in Raleigh, N.C. accepting an <br />award on behalf of the County. <br />Chairman White called the meeting to order at 6:32 p.m. <br />Cub Scout Pack 59 from New Gilead United Church of Christ in Concord <br />conducted the Flag Ceremony. Scouts participating were: Hayden Airheart, <br />Curtis Brown, Jonathon Ackett, Wilson Airheart, Sam Haberman, Jaxon Miller <br />and Kieran McNally. <br />Reverend Wesley Harding from Shiloh Missionary Baptist Church in <br />Concord delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of February 26, 2010 <br />(Retreat), February 27, 2010 (Retreat), March 1, 2010 (Work Session) and <br />March 15, 2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following addition to the agenda: <br />(G-7) A Resolution by Cabarrus County, North Carolina in Support of the <br />Cities of Concord and Kannapolis, North Carolina Bid to be Selected as <br />a Google "Fiber For Communities" Partner <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Human Resources - Recognition of Patsy Greeson and Sandra Russell on <br />Their Retirements from Cabarrus Count <br />Ben Rose, Social Services Director, recognized Patsy Greeson on her <br />retirement from her position as a Word Processor III of the Department of <br />Social Services. He gave a brief summary of her career with the department, <br />commended her for 17 years of dedicated service to Cabarrus County and <br />presented her with a gift. <br />On behalf of the Board, Commissioner Mynatt presented Ms . Greeson with <br />a plaque and expressed appreciation for her many years of service and <br />dedication to Cabarrus County. <br />Ms. Greeson accepted the plaque and expressed appreciation. <br />Ms. Sandra Russell was not able to be present. <br />(C-2) Soil and Water Conservation District - Annual Stewardship Week <br />Proclamation <br />Ned Hudson, Soil and Water Conservation District Board Secretary and <br />Treasurer, presented an overview of the annual Stewardship Week observance. <br />He advised the district was formed nearly 50 years ago to provide <br />conservation assistance to all citizens of Cabarrus County and exists to <br />encourage responsible stewardship of the land and all of its natural <br />resources. He stated the 2010 Annual Stewardship Week marks the 55th year of <br />this national event and urged all citizens to be good stewards of the land. <br />He announced teams from Mt.
