April 19, 2010 (Regular Meeting) Page 1878 <br />(F-1) BOC - Proclamation Declaring April 18-24, 2010 as "Volunteer Week" in <br />Cabarrus County <br />The following proclamation recognizes the importance of volunteering <br />and proclaims the week of April 18-24, 2010 as "Volunteer Week" in Cabarrus <br />County. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2010-04 <br />PROCLAMATION <br />2010 VOLUNTEER WEEK <br />WHEREAS, a sense of caring and a desire to share have motivated hundreds of <br />men and women, and boys and girls to volunteer their time and services to the <br />needs of others in the community, whether it be by helping the sick, the <br />needy or the disabled, children, students or the elderly, or by enriching the <br />lives of all through the arts, recreation and cultural activities, or by <br />serving on boards and committees; and <br />WHEREAS, volunteer action is a powerful force for the solution of problems; <br />and <br />WHEREAS, volunteers are increasingly recognized as an important partner with <br />government and industry in providing services to citizens; and <br />WHEREAS, anyone can be a volunteer and reap the rich rewards that come from <br />doing for others while improving one's own skills and widening one's, <br />horizons; and <br />WHEREAS, volunteering offers all Cabarrus County citizens, young and old, the <br />opportunity to participate in the life of their community and to link their <br />talents and resources to address some of the major issues facing our <br />communities; and <br />WHEREAS, it is fitting for all Cabarrus County citizens to join in this <br />celebration of our rich volunteer heritage and to give special recognition to <br />the dedicated volunteers and volunteer programs which contribute immeasurably <br />to communities throughout the county; <br />THEREFORE, I H. Jay White, Sr., Chairman of the Cabarrus County Board of <br />Commissioners in recognition of the splendid. efforts of our Volunteers, do <br />hereby designate the week of April 18th to April 24th, 2010 as VOLUNTEER WEEK <br />in Cabarrus County. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />(F-2) Commerce Department - Adequate Public Facilities Mitigation Agreement <br />for Wexford Pointe Apartment Project <br />The applicant is Solstice Partners, LLC, 106 Muir Woods Drive, Cary, <br />N.C. 27513. The project consists of 106 multi-family residential apartment <br />units on +/- 8.73 acres located off Davidson Highway in the City of Concord. <br />The Cabarrus County Board of Commissioners approved a Reservation of Capacity <br />for the Wexford Pointe Apartment Project on September 21, 2009. The project <br />received a Development Order and site plan approval from the City of Concord <br />Planning and Zoning Commission on December 15, 2009. An Adequate Public <br />Facilities Mitigation Agreement is required for the project to proceed. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Adequate Public Facilities <br />Mitigation Agreement for the Wexford Pointe Apartment Project and authorized <br />the County Manager to execute the agreement on behalf of Cabarrus County. <br />(F-3) EMS - Cabarrus County Emergency Medical Services Week <br />The following proclamation proclaims the week of May 16-22, 2010 as <br />"Cabarrus County Emergency Medical Services Week" in recognition of emergency <br />medical teams that provide lifesaving care to those in need 24 hours a day, <br />seven days a week. <br />
