<br />County Manager - Approval of Project Application for Potential Debt Issua
<br />Via Qualified School Construction Bonds (QSCB's) for Kannapolis City Schools
<br />John Day, County Manager, presented the following information related
<br />to a request for approval of Project Applications for Potential Debt Issuance
<br />via Qualified School Construction Bonds (QSCB's) for Kannapolis City Schools
<br />and Cabarrus County Schools: the structure of the bonds was changed to
<br />encourage participation; the county will be required to establish a "sinking
<br />fund" to ensure payment of the debt in a lump sum at the end of the term;
<br />because the county's ability to take on additional cost is bleak for the
<br />next five years, county staff asked the LGC (Local Government Commission)
<br />staff if the establishment of the "sinking fund" could be postponed for five
<br />(5) years; LGC staff were supportive of the request and planned to forward
<br />their recommendation to the LGC for consideration; both school boards will
<br />vote on their respective project lists soon; the QSCB application is required
<br />for school participation but is not binding on the County; and the bonds must
<br />be sold by the end of this calendar year.
