Commissioner Carruth <br />seconded the motion. <br />Discussion continued. The following issues were addressed: <br />deficiencies previously noted by CCS personnel at Royal Oaks Elementary are <br />not on the aforementioned list; whether or not principals were given an <br />opportunity to provide input on the aforementioned projects and are they <br />supportive of the priority list; if the bonds are sold, how is the money <br />spent; etc. <br />The MOTION unanimously carried. <br />County Manager - Presentation of the Proposed FY 2011 Cabarrus County Budget <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the presentation of the <br />proposed FY 2011 Cabarrus County Budget on the May 17, 2010 Agenda as a New <br />Business item. <br />Solid Waste - Cabarrus County Construction and Demolition (C &D) Landfill - <br />Revised Fee Schedule <br />Rick Payne, Solid Waste Manager, requested a revision to the Cabarrus <br />County Construction and Demolition (C &D) Landfill Fee Schedule. He stated <br />the proposed revision eliminates the "Flat Rate" fee which will restrict <br />haulers from exceeding load weight limits and allow the County to obtain <br />potential lost revenue. <br />In response to questions from the Board, Mr. Payne advised the charge <br />will be based on actual weight of the load and the fee only affects C &D <br />commercial haulers. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Cabarrus County <br />Construction and Demolition (C &D) Landfill - Revised Fee Schedule on the May <br />17, 2010 Agenda as a Consent item. <br />BOC - 2010 Legislative Agenda <br />John Day, County Manager, identified a number of documents included in <br />the agenda packet that he said would be helpful in the development of the <br />2010 Legislative Agenda. <br />A brief discussion ensued. It was noted that Item No. 2 (Expansion of <br />the Board of Commissioners to Seven Seats) listed on the 2009 Legislative <br />Agenda should be removed. Discussion continued. Mr. Day suggested the <br />Chairman, Vice Chairman and he meet to prepare a recommendation for the <br />Board's consideration. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place the 2010 Legislative Agenda <br />on the May 17, 2010 Agenda as a New Business item. <br />Appointment - Food Policy Council <br />
