May 3, 2010 (Work Session) Page 1908 <br />John Day, County Manager, reported the response from citizens applying <br />for the Food Policy Council has been very impressive. He stated several <br />applications have been received thus far and more continue to be received. <br />Chairman White requested the applications for review prior to the <br />regular meeting. <br />BOC - Discussion on Potential Appointment or Reappointment of County <br />Representative to the Tourism Authority (Seat No. 7) <br />Chairman White stated Noelle Scott's appointment to the Tourism <br />Authority expires in June. He requested, if there are no objections, the <br />Board consider reappointing her to the Authority for another three -year term. <br />There were no objections. <br />BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Boards /Committees <br />Chairman White suggested time be allotted during work sessions to <br />receive updates from Commission members who serve as liaisons to local <br />municipalities or that serve on various boards /committees. <br />Chairman White reported the following: 1) at the Department of Social <br />Service's meeting last month, there was discussion related to increased <br />services; there was also discussion about a pilot project for Community <br />Alternatives Programs (CAP); the Governor is looking to cut this program; due <br />to income, a larger number of people will be eligible for services and there <br />will be more demand for services; 2) he spoke with the JCPC (Juvenile Crime <br />Prevention Council) Chair who advised they are working on their budget; <br />$700,000 in funding requests was received with approximately $350,000 to <br />award; 3) the Cabarrus County Board of Education (BOE) is considering <br />redistricting students to Northwest; although it is a BOE decision, he has <br />received emails asking the Board of Commissioners to oppose the <br />redistricting; and 4) Cabarrus Rowan Urban Metropolitan Plan Organization <br />(MPO) passed a resolution opposing transferring road maintenance of secondary <br />roads in response to Senate Bill 758. <br />Commissioner Carruth addressed the following information: the Public <br />Behavioral Health (PBH) retreat was held last week; Medicaid funding has been <br />extended to the entire state; alternatives are being considering including <br />the merger of PBH with other Local Management Entities (LME's); the new PBH <br />headquarters is under construction on the Kannapolis Highway; efforts are <br />being made to incorporate two 300 year old oak trees discovered on the site <br />into the parking lot design; etc. He also stated the Water and Sewer <br />Authority of Cabarrus County (WSACC) has decided, after much discussion, to <br />conduct a capacity analysis instead of a masterplan. <br />Vice Chairman Poole addressed the following information: Kannapolis <br />City Schools is working on their superintendent search; the City of <br />Kannapolis is working on TIF (Tax Increment Financing) financing, but have no <br />final responses; she has one more meeting with the Centralina Council of <br />Governments (COG) to attend; the fees for Region F should be included in the <br />budget; she has been able to attend one Transportation meeting and <br />anticipates attending next month's meeting; etc. <br />Commissioner Mynatt reported the following: she is very impressed with <br />the Department of Aging operations and how many programs there are that the <br />public is not aware of; the public needs to be informed of the programs <br />available to assist the elderly population; there is an effort to initiate a <br />new software program to simplify how information is handled between the <br />different agencies; she has attended several Soil and Water meetings and is <br />concerned with the lack of control and over development of creeks and <br />streams. <br />Commissioner Privette reported he serves on the Partnership for <br />Children committee and is very impressed with the services they provide. <br />Commissioner Mynatt added the Concord Library is having a book sale to <br />try to supplement lost revenues. She stated citizens can donate their old <br />books to the Library for this sale. <br />Chairman White announced the Concord Library will undergo renovations <br />within the next 90 days. He noted these renovations are funded by a donation <br />from the Miriam Cannon Hayes Trust, specifically directed for the Concord <br />Library and is not at taxpayers' expense. <br />
