Jay White, Sr., Chairman of the Cabarrus County Board of <br />Commissioners, do hereby proclaim May 23, 2010, as <br />GILMORE CHAPEL A.M.E. ZION CHURCH <br />CENTENNIAL ANNIVERSARY DAY <br />throughout Cabarrus County and encourage everyone to celebrate the many <br />contributions and rich history of the church and its congregation. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />(G) NEW BUSINESS <br />(G -1) Fire Marshal's Office - Approval of Proposed changes to the Odell, <br />Enochville, and Kannapolis Rural Fire Districts and Request for Public <br />Hearing on May 17, 3010 - 6:30 P.M. <br />Steve Langer, Fire Marshal, presented the following request for <br />approval of proposed changes to the Odell, Enochville, and Kannapolis Rural <br />Fire Districts: <br />We are here before you this evening for a public hearing on <br />the fire insurance /tax district boundary changes of the Odell, <br />Kannapolis Rural, and Enochville Fire Districts. The boundary <br />changes will result in lower fire taxes for the current residents <br />of the Enochville Fire District in Cabarrus County and lower <br />insurance premiums for any residents within 1,000 feet of a <br />hydrant. <br />It is important for all residents affected by these <br />boundary changes to know that there will be no interruptions in <br />services as we feel that these changes will provide a greater <br />level of service. This change would take effect July 1 as the <br />contract with Enochville will end June 30. Maps have been <br />available for public review since March 15 in our office. We <br />have had no visitors and 5 phone calls to our office. <br />We ask that at the end of the public hearing that the Board <br />approve the recommended insurance /tax district changes and amend <br />the current County Code of Ordinances, Article III, Special Acts <br />and replace the written description of the fire districts with <br />the GIS (Geographic Information System) tax parcel generated maps <br />and move them to Chapter 34 of the County's Code of Ordinances <br />for easier location and accessibility for the public. <br />Chairman White opened the public hearing at 7:06 p.m. The Public <br />Hearing Notice was published on April 18 and May 9, 2010 in THE INDEPENDENT <br />TRIBUNE and on April 18 and 25, 2010 in The CHARLOTTE OBSERVER (Cabarrus <br />Neighbors). The Public Hearing Notice was also posted on the County's <br />website ( www.cabarrus county. us ) on April 12, 2010 in accordance with Article <br />2, Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />White closed the public hearing. <br />Commissioner Carruth reported he received the following email from <br />Wanda Broadway regarding concern for the debt for a fire engine purchased by <br />the Enochville Volunteer Fire Department (VFD): <br />Dear Commissioners, <br />I would like to comment on behalf of the Enochville Fire & Rescue <br />Dept. I can understand that Cabarrus County has the right to <br />change the service to whatever dept they wish. I do think that <br />the residents affected by this change should have some type of <br />contact letting them know this was happening. Just word of mouth <br />and brief newspaper ad's hasn't gotten the word out. <br />I do know that there is a rather large debt still owed on a fire <br />truck that Cabarrus County signed to help pay for. Now it is <br />left to Enochville 'holding the bag' to pay this off. I would <br />ask that Cabarrus County show some type of respect to our <br />department and help pay some on this debt. <br />
