<br />During review, it was determined there isn't a primary election in May
<br />of 2011 as represented in the aforementioned plans. As a result, the quarter
<br />cent sales tax referendum would have to be voted on in November of 2011;
<br />therefore, requiring significant revision to the 5 -year plans. The Board
<br />also discussed the TIF (Tax Increment Financing) payment as set forth above,
<br />including the County's financial obligation and the proposed building for the
<br />Cabarrus Health Alliance. It was determined that several Board members have
<br />not seen any information on the proposed building for the Health Alliance.
<br />Vice Chairman Poole requested a new 5 -year financial plan (Plan C) showing a
<br />two (2) cent property tax rate increase in FY 2011 in lieu of the quarter
<br />cent sales tax.
<br />Old Bethel School - Sale of Real Property by Action
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board voted, in accordance with N.C.G.S. 160A-
<br />270, to sell the old Bethel School property in Midland by public auction to
<br />the highest bidder as soon as practical, in its "as is" condition with a
<br />minimum bid of $200,000.00 and to hold the County harmless.
<br />After a short discussion on buying and selling school property, it was
<br />suggested that the sale proceeds be used for school debt service.
<br />Consideration of Additional Agency Budgetary Requests
<br />Rowan - Cabarrus Community College
<br />After a short discussion, the Board agreed by consensus to add
<br />$150,000.00 to the FY 2011 budget for a roof replacement to Building 1000 at
