May 27, 2010 (Recessed Meeting) Page 1954 <br />the Rowan - Cabarrus Community College's South Campus as requested by Dr. Carol <br />Spalding. <br />Cabarrus Health Alliance <br />John Day, County Manager, reviewed the budgetary implications and other <br />issues associated with the following proposed local legislation: H2O48 (An <br />Act To Provide Permanent Funds for the Public Health Authority of Cabarrus <br />County). During discussion, several Board members stated the proposed <br />legislation "sets a bad precedent ". <br />H2O48 is as follows: <br />GE 1 ,gMAL A SE34fBLY OF NORTH CARQID A <br />SESSION 2009 <br />H D <br />HOUSE DIM50807 LB -33LA" (0- 106) <br />Short'Tide: Cabarm Public Health Funds. (Lmal) <br />Sponsors: Representatives Barnhart and Johnson (Primary SPonsors)- <br />Refenr to: <br />1 A BILL TO BE ENTTII.ED <br />2 AN ACT TO PROVIDE PEBIVIrAIqENT FUNDS FOR THE PUBLIC HEALTH AUTHORITY <br />3 OF CABARRUS COUNTY. <br />4 The General Assembly of N&& Carolina enacts: <br />5 SECTION 1. Of the net proceeds of the tax to be disft bated to Cabamrs County <br />6 under G.S_ 105 -472 for tares levied under Article 39 of Chapter 105 of the General Statutes, <br />7 the Secmtary shall distribute each n wrath to the Public Health Authority of Cabarrus County an <br />8 amount equal to the product of mchip4ying two dollars and twenty-two cents ($2.22) by the <br />9 number of residents within the comaty, as detemtined by the mast recent certified population <br />10 estimate for Cabarrm County from. the Office of State Budget and Management. <br />11 SECT ON 2. This act becomes efectti%m July 1, 2010. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />with Chairman White, Vice Chairman Poole and Commissioners Mynatt and <br />Privette voting for and Commissioner Carruth voting against, the Board voted <br />to oppose H2O48 (An Act To Provide Permanent Funds for the Public Health <br />Authority of Cabarrus County) and request its withdrawal from consideration <br />by the House of Representatives. <br />Cabarrus Health Alliance (CHA) - School Nurses <br />John Day, County Manager, reported approximately $205,629.00 is needed <br />to fully fund school nurses for 6.5 hours per day according to an email <br />provided by Dr. Pilkington at the Cabarrus Health Alliance (CHA) . Several <br />questions were raised with regard to funding /reimbursement arrangements for <br />the program. The Board took a short break while staff contacted the Health <br />Alliance by telephone for a response. <br />Recess of Meeti <br />The Board took a short break at 5:01 p.m. The meeting reconvened at <br />5:14 p.m. <br />Consideration of Additional Agency Budgetary Requests <br />Cabarrus Health Alliance (CHA) - School Nurses - Continued <br />John Day, County Manager, advised that the Cabarrus Health Alliance <br />reduced the school nurse program by one hour ($205,629.00) in order to fund <br />other projects. After discussion by the Board, there was no consensus to <br />provide the additional funding. <br />Economic Development Corporation (EDC) <br />After a lengthy discussion concerning the EDC's request to partially <br />restore its FY 2011 funding (currently proposed for a 50 percent reduction <br />over FY 2010), the Board agreed by consensus to keep the EDC's funding as it <br />
