May 27, 2010 (Recessed Meeting) Page 1955 <br />is currently proposed and to address the request or any new requests later, <br />if needed. <br />Commissioner Carruth left at 5:36 p.m. and was not present for the <br />remainder of the meeting. <br />Forrester <br />In response to questions from the Board, Kalesha Kennedy, Budget & <br />Performance Manager, reported the 20 percent increase is due to State <br />retirement changes and is a contractual obligation. <br />Cost of Living Adjustment (COLA) <br />In light of the economic conditions John Day, County Manager, suggested <br />the merit pay funding be reduced by 50 percent for FY 2011 and to amend the <br />related sections of the Personnel Ordinance accordingly. He also addressed <br />the importance of merit pay as part of the overall employee compensation <br />package and retention effort. <br />Vice Chairman Poole suggested the merit funds be used to reinstate the <br />secretarial position as requested by the Soil and Water Conservation <br />District. Several Board members stated the need for Soil and Water <br />Conservation employees and Cooperative Extension employees to work together <br />in a cooperative manner. <br />By consensus, the Board agreed to reduce merit funding by 50 percent, <br />amend the Personnel Ordinance accordingly and to reinstate the secretarial <br />position for Soil and Water (Position No. 4210003). <br />Cabarrus County Arts Council - $13,000.00 <br />After discussion, the Board agreed to restore the funding for the Arts <br />Council at 100 percent ($26,000.00) resulting in a $13,000.00 addition to the <br />proposed budget, by consensus. <br />Commissioner Privette left at 6:05 p.m. and was not present for the <br />remainder of the meeting. <br />Budget Ordinance - Proposed Changes <br />The Board reviewed the following suggested changes to Section II of the <br />Budget Ordinance: <br />This section intentionally left blank. <br />
