This act is effective when it becomes law. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to amend §1357/H2O60 by reinstating the <br />words "at least three" in section 1 (a)(2) and Section 1 (a)(3), and <br />additionally, insert the words "at least three" in Section 1 (a) (4) after the <br />word "of ". <br />Commerce - 2007 -2009 CDBG Scattered Site Rehabilitation Public Hearing for <br />Closeout of Grant - 6:30 P.M. <br />Kelly Sifford, Community Development Manager, requested a public <br />hearing be held in order to close out the 2007 -2009 CDBG (Community <br />Development Block Grant) Scattered Site Rehabilitation grant in accordance <br />with grant requirements. She advised seven (7) full rehabs and six (6) <br />urgent repairs were completed at average cost of $44,521.00 and stated the <br />complete cost will be available at the regular meeting. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board voted to place the 2007 -2009 CDBG Scattered <br />Site Rehabilitation Public Hearing for Closeout of the Grant on the June 21, <br />2010 Agenda as a New Business item and scheduled a public hearing for 6:30 <br />p.m. <br />Commerce - Amendment to Construction Standards Fee Schedule <br />Jonathan Marshall, Commerce Director, requested an amendment to the <br />Construction Standards Fee Schedule to clarify language in the fee schedule <br />related to trade permits. Currently, some jobs may be calculated two <br />different ways resulting in different fee calculations. Mr. Marshall also <br />responded to questions from the Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board voted to place the amendment to the <br />Construction Standards Fee Schedule on the June 21, 2010 Agenda as a Consent <br />item. <br />Commerce - Reservation of Capacity Certificate for the Forest Park Crossing <br />Apartment Project <br />Susie Morris, Planning and Zoning Manager, presented information <br />related to a request for a Reservation of Capacity for the Forest Park <br />Crossing Apartment project as follows: <br />Forest Park Crossing, LLC, (709 North Main Street, Aynor, SC <br />29511) is requesting a Reservation of Capacity for the Forest <br />Park Crossing Apartment project, which consists of 56 multi- <br />family units on +/- 11.16 acres located off Little Texas Road in <br />the City of Kannapolis, North Carolina. <br />School Capacity Review <br />The Forest Park Crossing multi - family project is expected to <br />produce approximately 8 elementary /intermediate students, 3 <br />middle school students and 4 high schools students for a total of <br />15 students. The schools impacted by the project are Forest Park <br />Elementary School, Kannapolis Intermediate School, Kannapolis <br />Middle School and A.L.
