<br />John Day, County Manager, advised the inmate population has increased
<br />and the contingency for jail overcrowding is anticipated to be utilized.
<br />Ms. Kennedy also briefly reviewed updates to the Five Year Financial
<br />Plan and budget ordinances.
<br />No action was taken.
<br />Note: The Board scheduled the public hearing for the FY 2011 Cabarrus
<br />County Budget at their May 17, 2010 regular meeting.

<br />Mr. Downs reported one additional proposal was submitted by Dennis
<br />Yates and Danny Bost for the old Honda facility located on Highway 29 in
<br />Concord. He stated this facility includes approximately 20,000 square feet
<br />of office space and several thousand more of potential warehouse space. He
<br />advised on -site inspections of potential locations could be conducted upon
<br />request.
<br />Mr. Downs and John Day, County Manager, responded to questions from the
<br />Board. The following issues were addressed: upfit cost, parking issues and
<br />access concerns for the elderly and handicapped if the seventh floor of the
<br />Sheriff's Office and Detention Center is utilized for the Board of Elections;
<br />purchase options versus leasing options and how it will affect the budget;
<br />the seventh floor of the Sheriff's Office will not accommodate the
<br />Transportation Department due to the lack of parking space for their
<br />vehicles; the concept of providing alternate locations for one -stop voting at
<br />the Governmental Center; etc.
<br />Mr. Day advised the Board received a letter in April from Giles Moss,
<br />Cabarrus Board of Elections Chair, identifying the old Creamery building as
<br />the preferred location for the new Elections office.
<br />Commissioner Mynatt requested additional information regarding the Old
<br />Creamery lease -to -own option prior to the regular meeting.
