June 21, 2010 (Regular Meeting) <br />(F -9) Parks Approval of Purchase of Real Property <br />Page 24 <br />A 47.9 acre tract of land on Mt. Pleasant Highway along Adams Creek was <br />identified as part of the approved Cabarrus CTT (Carolina Thread Trail) <br />Greenway Masterplan, specifically, the Connector Loop to Dutch Buffalo Creek. <br />There are 5,415 feet of identified greenway adjacent to Adams Creek on this <br />property. Access to the property is available via an existing pump station <br />road which WSACC (Water Sewer Authority of Cabarrus County) has an agreement <br />to use; and, via an easement from Oldenburg Drive. The property (Parcel No. <br />5579356630) is currently owned by Augsburg Communities, LLC and is for sale <br />at $282,000.00. The property owner has agreed to sell the land to the County <br />for $141,000.00, a 50 percent reduction. A Clean Water Management Trust Fund <br />grant for $141,000.00 was approved for this project. Therefore, the local <br />match of $10,000.00 is the only cost the County will incur to purchase the <br />47.9 acre tract. At its May 20th meeting, the Cabarrus County Parks <br />Commission unanimously voted to recommend the purchase of this property to <br />the Cabarrus County Board of Commissioners as part of the Cabarrus County CTT <br />Greenway Masterplan. This is the first Greenway corridor identified for <br />purchase outside any municipal /town limits in Cabarrus County since the plan <br />was adopted in 2009. Although the application was submitted by the Town of <br />Mt. Pleasant, the Town is not interested in acquiring the property. A budget <br />amendment was prepared for the Board's consideration. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the purchase of real property as <br />set forth above and authorized the County Manager and County Attorney to <br />execute all related documents. By the same vote, the Board adopted the <br />following budget amendment: <br />Date: 6/21/2010 Amount:$10,000 <br />Dept. Head:Londa Strong Department:Parks <br />!_I Internal Transfer Within Department 0 Transfer Between Departments /Funds ❑ Supplemental Request <br />Purpose: This budget amendment is to appropriate funds for the estimated closing expenses to be <br />provided by Cabarrus County in the amount of $10,000 for the 47.9 acre tract of land in Mt. <br />Pleasant that is part of the Cabarrus County CTT Greenway MasterPlan (5,000 linear feet of <br />Carolina Thread Trail). Incentive <br />$19,220 <br />$10,000 <br />$9,220 <br />(F -10) Solid Waste Management - Scrap Tire Disposal Contract with U.S. Tire <br />Recycling <br />Pursuant to NCGS 130 -A- 309.58, Cabarrus County is required to dispose <br />of used /scrap tires at a State approved disposal facility. U.S. Tire <br />Recycling meets all requirements of the State regulations and is located <br />within Cabarrus County. The Solid Waste Department requests that U.S. Tire <br />Recycling continue to be designated as the county disposal facility for <br />used /scrap tires and that the Board of Commissioners approve the renewal of <br />the three (3) year contract in the amount up to $435,000.00. This service is <br />funded through a revenue distribution from the State Scrap Tire Tax Program <br />and is included in the FY 2010 -11 budget. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board designated U.S. Tire Recycling as the <br />county disposal facility for used /scrap tires; approved the three -year <br />contract between Cabarrus County and U.S. Tire Recycling for $435,000.00 <br />(subject to approval of the budgets for FY 2011, 2012 and 2013); and <br />authorized the County Manager to execute the contract on behalf of the <br />County, subject to review and /or revisions by the County Attorney. <br />(F -11) Tax Administration - Refund and Release Report - May 2010 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the May 2010 Release - Refund <br />report as submitted and granted authority to the Tax Collector to process the <br />refunds and releases. <br />RELEASES FOR THE MONTH OF: May 2010 <br />$22,456.29 <br />BREAKDOWN OF RELEASES: <br />COUNTY $14,474.83 <br />CITY OF CONCORD $4,722.66 <br />
