June 21, 2010 (Regular Meeting) Page 4 UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole and unanimously carried, the Board adopted the following ordinance: Ordinance No. 2010 -05 Ordinance Amending CABARRUS COUNTY CODE OF ORDINANCES Chapter 14, Article II - Section 14 -30 Permits and Inspections BE IT ORDAINED that Chapter 14, Article II - Section 14 -30, of the Code of Ordinances, Cabarrus County, North Carolina, is hereby amended as follows: ARTICLE II. PERMITS AND INSPECTIONS Sec. 14 -30 Additional Permit Restrictions Delete the following from Additional Permit Restrictions (Item D): Testing of unlicensed applicant for work on personal residence. Whenever any person who is not a licensed contractor applies for a permit for any plumbing, electrical, heating or cooling work on his own personal residence, the applicant shall be given a test by a tester designated by the public safety services department. The test may be written or oral at the discretion of the tester. A person may take the test more than one time. If the test shows that the person is capable of performing the work for which the permit is sought and shows that the applicant is knowledgeable of the state and local building codes, the application will be considered in the same manner as any other application for a building permit. Currently, some jobs may be calculated two different ways resulting in different fee calculations. CABARRUS COUNTY CONSTRUCTION STANDARDS FEE SCHEDULES EFFECTIVE JULY 26, 2004 The Cabarrus County Board of Commissioners adopted a 3% Technology Fee Effective Julv 1. 2007 These Schedules have been adjusted to reflect this fee. SCHEDULE A - NEW CONSTRUCTION General Value of Construction Permit Fee $ 0 - $15,000 $ 77.25 15,001 - 25,000 116.39 25,001 - 40,000 181.28 40,001 - 50,000 224.54 Estimated construction cost above $50,000 will be charged an additional $3.00 per additional $1,000.00 building value, plus 3% Technology Fee. *Estimated cost for residential construction will be based on the total cost of construction or $55.00 per square foot of heated space and $25.00 per square foot of unheated space whichever is greater. A $10.00 surcharge will be added to these permits as required by the "Homeowners Recovery Fund ".
