Commissioner Carruth seconded the motion. <br />Commissioner Privette spoke in opposition of approving the Reservation <br />of Capacity Certificate citing school inadequacy. <br />The MOTION carried with Chairman White, Vice Chairman Poole and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />(G -4) BOC - Potential Locations of the New County Office Space for the <br />Following County Departments - Board of Elections, Transportation, Veterans <br />Services, Parks Admin istration and EMS Administration <br />Mike Downs, Deputy County Manager, reviewed two options for potential <br />locations for new County office space (seventh floor of the Sheriff's <br />Administration & Detention Center and the Old Creamery building on Church <br />Street) , including supplemental information related to the purchase of the <br />Old Creamery building for the Board of Elections' office. He stated the <br />seventh floor of the Sheriff's Administration building could house the <br />Veterans Services, Parks Administration and the EMS Administration, but would <br />not have the parking requirements to support the Transportation office. He <br />also responded to several questions from the Board. <br />Commissioner Mynatt MOVED to select the Old Creamery for the new County <br />office space for the Board of Elections with final negotiations related to <br />lease /purchase and upfit to occur in the future. Commissioner Carruth <br />seconded the motion. <br />Following a lengthy discussion, the MOTION carried, with Chairman White <br />and Commissioners Carruth and Mynatt voting for and Vice Chairman Poole and <br />Commissioner Privette voting against. <br />Note: Concerns noted during discussion included the following: "it's <br />bad public policy to buy a facility when the County already owns a suitable <br />facility" and `utilizing the seventh floor of the Sheriff's Administration <br />Building makes more sense financially at this time ". <br />(H) APPOINTMENTS <br />(H -1) Appointment - Adult Care Home Community Advisory Committee <br />The terms of appointment for Ed Burns and Karen Pensgen expired May 31 <br />and June 30 respectively. The Regional Ombudsman recommends both members be <br />reappointed for an additional term and both are willing do so. The Regional <br />Ombudsman also requests the removal of Veleka Johnson for failure to meet <br />program requirements. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Ed Burns to the Adult Care <br />Home Community Advisory Committee for a three -year term ending May 31, 2013; <br />reappointed Karen Pensgen to a three -year term ending June 30, 2013, <br />including an exception to the "length of service" provision of the <br />Appointment Policy; and removed Veleka Johnson from the roster. <br />(H -2) Appointment - Cabarrus County Tourism Authority <br />The Cabarrus County Tourism Authority Board of Directors has two (2) <br />seats that need to be appointed for the term commencing July 1, 2010 and <br />expiring on June 30, 2013. <br />The nominating group and their nominees are as follows in accordance <br />with current legislation: <br />Cabarrus County Tourism Authority - Seat # 8: Phillip Cunningham, Alan <br />Cress and Doug Stafford. The CVB selected Phillip Cunningham. <br />Cabarrus Regional Chamber of Commerce - Seat # 9: Alan Cress, Phillip <br />Cunningham and Doug Stafford. The Chamber selected Alan Cress. <br />The Tourism Authority requests a residency exemption for Phillip <br />Cunningham. Mr. Cunningham is the General Manager of the Great Wolf Lodge <br />and represents an integral part of the Cabarrus County tourism industry. <br />
