June 21, 2010 (Regular Meeting) <br />With regard to the "at- large' <br />agreed at the May work session to <br />year term ending June 30, 2013. <br />Page 43 <br />' members selected by the County, the Board <br />reappoint Noelle Scott (Seat # 7) for a 3- <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Mr. Alan Cress to Seat No. 9 <br />of the Cabarrus County Tourism Authority for a three -year term ending June <br />30, 2013; appointed Mr. Phillip Cunningham to Seat No. 8 to the Cabarrus <br />County Tourism Authority for a three -year term ending June 30, 2013, <br />including an exception to the "residency" provision of the Appointment <br />Policy; and reappointed Mrs. Noelle Scott to Seat No. 7 to the Tourism <br />Authority for a three -year term ending June 30, 2013. <br />(H -3) Appointment - Centralina Workforce Development Board <br />David L. Hollars, Executive Director of the Centralina Workforce <br />Development Board, requests the reappointment of Bob VanGorden as the <br />"private sector" representative for Cabarrus County. Mr. VanGorden has <br />served on this Board since 2002; therefore, an exception to the Appointment <br />Policy (length of service provision) is also requested. <br />Mr. Phil Geissinger is no longer employed with a private sector <br />employer. In order to maintain federally mandated requirements for business <br />representation on the Board, a new appointment is requested. Mr. Milton <br />Chicas, Training and Hiring Manager with Wayne Brothers, Inc. has been <br />recommended for nomination and he has agreed to serve as a "private sector" <br />representative, if approved. <br />Ms. Pat Woods is retiring effective June 30, 2010. Lisa Conger, <br />Cabarrus County Schools' Career and Technical Education Director who <br />currently serves on the Board's regional Youth Council, has been recommended <br />for nomination and she has agreed to serve and complete Ms. Woods' current <br />term, if approved. Her expertise and experience would be invaluable to the <br />Board. The Centralina WDB requests that Ms. Lisa Conger be appointed as the <br />"education" representative. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board reappointed Bob VanGorden to the Centralina <br />Workforce Development Board (CWDB) as a "private sector" representative for a <br />two -year term ending June 30, 2012, including an exception to the Appointment <br />Policy; appointed Milton Chicas to the CWDB as a "private sector" <br />representative for a two -year term ending June 30, 2012; and appointed Lisa <br />Conger to the CWDB as the "education" representative to complete an unexpired <br />term ending June 30, 2011. <br />(H -4) Appointment - Harrisburg Fire Advisory Board <br />The term of appointment for Graydon Choinski ends July 1, 2010. The <br />Harrisburg Fire Department voted to recommend the reappointment of Mr. <br />Choinski. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board reappointed Graydon Choinski to the Harrisburg <br />Fire Advisory Board for a two -year term ending July 1, 2012. <br />(H -5) Appointment - Juvenile Crime Prevention Council (JCPC) <br />The terms of appointments end on June 30th for the following JCPC <br />members: Megan Baumgardner (District Attorney / designee), Chris Abbey <br />(Substance Abuse Professional) , Edie Moss (At- large) and Jerry W. Sigmon (At- <br />large). Chris Abbey and Jerry W. Sigmon do not wish to be considered for <br />reappointment at this time. <br />The JCPC nominated Mark Antoszyk to fill the seat vacated by Mr. <br />Sigmon. It is recommended that Mr. Antoszyk be appointed to fill an "At- <br />large" position for a 2 -year term ending June 30, 2012. An exception to the <br />"service on multiple boards" provision of the Appointment Policy is needed <br />for Mr. Antoszyk. <br />Jenna Hampton was also nominated for appointment to fill the "Student <br />Under 18" position, which is currently vacant. <br />The "Substance Abuse Professional" position will remain vacant until a <br />suitable candidate is located. <br />
