June 21, 2010 (Regular Meeting) Page 44 <br />Commissioner Mynatt MOVED to reappoint Megan Baumgardner (District <br />Attorney / designee) and Edie Moss (At- large) to the JCPC for two -year terms <br />ending June 30, 2012; to appoint Mark Antoszyk (At- large) and Jenna Hampton <br />(Student Under 18) for a two -year term ending June 30, 2012 (including an <br />exception to the "service on multiple boards" provision of the Appointment <br />Policy for Mr. Antoszyk; and to remove Chris Abbey's and Jerry W. Sigmon's <br />name from the roster and thank them for their service. Vice Chairman Poole <br />seconded the motion. <br />Vice Chairman Poole urged the Board to look more closely at applicants <br />with regard to service on multiple boards and residency. <br />The MOTION unanimously carried. <br />(H -6) Appointment - Piedmont Area Mental Health, Mental Retardation and <br />Substance Abuse Authority <br />The term of appointment for Tana Hartsell ends June 30, 2010. She is <br />interested in being considered for reappointment. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Tana Hartsell to the Piedmont <br />Area Mental Health, Mental Retardation and Substance Abuse Authority for a <br />four -year term ending June 30, 2014. <br />(H -7) Appointment - Public Health Authority of Cabarrus County <br />The term of appointment for the Commission's appointee on the Public <br />Health Authority ends June 30, 2010. This position may be filled by a <br />Commissioner or a designee of the Board and the meetings are held on the <br />second Tuesday of the month at 5:30 p.m. in the Human Services Building in <br />Kannapolis. <br />A brief discussion ensued regarding the need to have a Commissioner on <br />this board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Chairman White to the Public <br />Health Authority of Cabarrus County as the (Member or Designee of Board of <br />Commissioners) representative for a three -year term ending June 30, 2013. <br />(H -8) Appointment - Criminal Justice Partnership Program (CJPP) <br />The CJPP Board voted at its May 14th meeting, to recommend the <br />appointments of William Pilkington (Public Health) and Benita McGuine <br />(Community Service Coordinator) for 3 -year terms ending June 30, 2013. Ms. <br />McGuine is replacing Ms. Menig who opted not to seek reappointment due to <br />retirement and whose term expired in April. The "public health" position is <br />new to the Advisory Board, but is provided for under N.C.G.S. 143B- 273.10 <br />(a) (12) . <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed William Pilkington (Public <br />Health) and Benita McGuine (Community Service Coordinator) to the Criminal <br />Justice Partnership Program for three -year terms ending June 30, 2013. <br />(H -9) Appointment - Transportation Advisory Board <br />The terms of appointment to the Transportation Advisory Board for Julia <br />Patterson (Cabarrus Health Alliance Healthy Cabarrus), Janet Purser (Head <br />Start), Susan Caudle (LIFE Center), Justin Brines (Cabarrus EMS), Sharon <br />Corpening (Social Work [Blind]), Tony Harris (County Safety Manager) and Ben <br />Warren (City of Kannapolis) will expire on June 30, 2010. Transportation <br />personnel requests all to be reappointed to serve another term. An exception <br />to the "residency" provision of the Appointment Policy will be needed for Ms. <br />Patterson, Ms. Caudle, Ms. Corpening, Mr. Harris and Mr. Warren.
