June 21, 2010 (Regular Meeting) Page 45 <br />and Mr. Warren and an exception to the "length of service" provision for Ms. <br />Caudle and Ms. Purser. <br />A short discussion ensued concerning the number of residency exceptions <br />requested to the Appointment Policy. <br />Commissioner Mynatt seconded the motion. The MOTION unanimously <br />carried. <br />(I) REPORTS <br />(I -1) Commerce - HALUP (Harrisburg Area Land Use Plan) Progress Reports <br />The Board received the HALUP (Harrisburg Area Land Use Plan) Progress <br />Reports as part of the Agenda. No action was required of the Board. <br />(I -2) Request for Applications for County Boards /Committees <br />Chairman White urged citizens to consider serving on a County board or <br />committee. He asked interested individuals to contact the Clerk at 704 -920- <br />2100 or to go to the County's website at <br />www.cabarruscounty.us/ commissioners /boardsandcommittees and view information <br />on the various County boards and committees. <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Centralina Workforce Development Board <br />• Concord Planning and Zoning Commission (ETJ) <br />• Criminal Justice Partnership Advisory Board <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Library Board of Trustees <br />• Mt. Pleasant Planning Board and Board of Adjustment <br />• Nursing Home Community Advisory Committee <br />• Piedmont Area Mental Health, Mental Retardation and Substance Abuse <br />Authority <br />• Planning and Zoning Commission <br />• Public Health Authority <br />• Region F Aging Advisory Committee <br />• Tourism Authority <br />• Transportation Advisory Board <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />Commissioner Carruth addressed the meeting schedule and membership of <br />the Animal Preservation and Protection Advisory Committee. He also commented <br />on the Committees' discussion of animal euthanasia rates. <br />Commissioner Mynatt expressed appreciation to the community for its <br />efforts related to the restoration of the Ben Mynatt Chevrolet /Cadillac <br />dealership. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />(L -1) Closed Session - To Discuss Matters Related To the Location or <br />Expansion of Business/ Industries, Including Agreement on a List of Econ <br />Incentives That May Be Offered During Negotiations <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to go into closed session as <br />authorized by N.C.G.S. 143- 318.11(a)(4). <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board came out of closed session at 8:26 p.m. <br />(M) ADJOURN <br />
