(H) APPOINTMENTS (H -1) Appointment - Cabarrus Planning and Zoning Commission The terms of appointment for the following members of the Planning and Zoning Commission expire August 31, 2010: Danny Fesperman (Central) , Ian Prince (At- Large), Larry Griffin (Harrisburg) and Amy Ma (At -Large Alternate). Appointments or reappointments are requested now to allow time for orientation, training, etc. Mr. Fesperman would like to be considered for reappointment. Mr. Prince does not want to be considered for reappointment at this time. Mr. Griffin has served on this Commission since 2002 and is therefore ineligible for reappointment. Mr. Prince and Mr. Griffin should be commended for their many years of dedicated service. Staff requests that both gentlemen be recognized in the near future. Despite multiple attempts to reach Ms. Ma, county staff was unable to determine her interest in being considered for reappointment. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and unanimously carried, the Board reappointed Danny Fesperman to the Cabarrus Planning and Zoning Commission to fill the "Central" planning area seat for a three -year term ending August 31, 2013. UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and unanimously carried, the Board appointed Shannon Frye to the Cabarrus Planning and Zoning Commission to fill the "At- large" seat vacated by Mr. Prince for a three -year term ending August 31, 2013. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette and unanimously carried, the Board appointed Eugene Divine (current alternate) to the Cabarrus Planning and Zoning Commission to fill the "Harrisburg" planning area seat for a three -year term ending August 31, 2013. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole and unanimously carried, the Board appointed Mary Blakeney to the Cabarrus Planning and Zoning Commission to complete an unexpired term ending August 31, 2011 for the "At -large Alternate" seat vacated by Mr. Divine. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole and unanimously carried, the Board appointed Emily Knudson to the Cabarrus Planning and Zoning Commission as an "At -large Alternate" for a three -year term ending August 31, 2013. (H -2) Appointment - Mt. Pleasant Planning Board and Board of Adjustment (ETJ) The terms of appointment to the Mt. Pleasant Planning Board and Board of Adjustment for Mr. John Murdock, III, Mr. Whit Moose, Jr. and Ms. Margaret Strickland (alternate) ended June 30, 2010. These seats are held by representatives of the Extra Territorial Jurisdiction (ETJ), and are therefore appointed by the Cabarrus County Board of Commissioners. On June 7, 2010, the Mt. Pleasant Board of Commissioners voted to request all be reappointed to serve another term. Mr. Murdock and Mr. Moose have both served six consecutive years; therefore, an exception to the "length of service provision" is requested for both reappointments. Ms. Strickland is eligible for reappointment. Despite numerous outreach efforts by Mt. Pleasant and the County, there are no other applications on file for consideration. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole and unanimously carried, the Board reappointed Mr. John Murdock, III, Mr. Whit Moose, Jr. and Mr. Margaret Strickland (alternate) to the Mt. Pleasant Planning Board and Board of Adjustment (ETJ) for three -year terms ending June 30, 2013, including an exception to the Appointment Policy for Mr. Murdock and Mr. Moose. (H -3) Appointment - Piedmont Area Mental Health, Mental Retardation and Substance Abuse Authority The term of appointment for Betty Babb ended June 30, 2010. Ms. Babb is willing to serve another term on the Authority.
