July 19, 2010 (Regular Meeting) Page 65 <br />None. <br />(H) APPOINTMENTS <br />(H -1) Appointment - Cabarrus Planning and Zoning Commission <br />The terms of appointment for the following members of the Planning and <br />Zoning Commission expire August 31, 2010: Danny Fesperman (Central) , Ian <br />Prince (At- Large), Larry Griffin (Harrisburg) and Amy Ma (At -Large <br />Alternate). Appointments or reappointments are requested now to allow time <br />for orientation, training, etc. Mr. Fesperman would like to be considered <br />for reappointment. Mr. Prince does not want to be considered for <br />reappointment at this time. Mr. Griffin has served on this Commission since <br />2002 and is therefore ineligible for reappointment. Mr. Prince and Mr. <br />Griffin should be commended for their many years of dedicated service. Staff <br />requests that both gentlemen be recognized in the near future. Despite <br />multiple attempts to reach Ms. Ma, county staff was unable to determine her <br />interest in being considered for reappointment. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board reappointed Danny Fesperman to the Cabarrus <br />Planning and Zoning Commission to fill the "Central" planning area seat for a <br />three -year term ending August 31, 2013. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Poole and <br />unanimously carried, the Board appointed Shannon Frye to the Cabarrus <br />Planning and Zoning Commission to fill the "At- large" seat vacated by Mr. <br />Prince for a three -year term ending August 31, 2013. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Eugene Divine (current <br />alternate) to the Cabarrus Planning and Zoning Commission to fill the <br />"Harrisburg" planning area seat for a three -year term ending August 31, 2013. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board appointed Mary Blakeney to the Cabarrus <br />Planning and Zoning Commission to complete an unexpired term ending August <br />31, 2011 for the "At -large Alternate" seat vacated by Mr. Divine. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board appointed Emily Knudson to the Cabarrus <br />Planning and Zoning Commission as an "At -large Alternate" for a three -year <br />term ending August 31, 2013. <br />(H -2) Appointment - Mt. Pleasant Planning Board and Board of Adjustment <br />(ETJ) <br />The terms of appointment to the Mt. Pleasant Planning Board and Board <br />of Adjustment for Mr. John Murdock, III, Mr. Whit Moose, Jr. and Ms. Margaret <br />Strickland (alternate) ended June 30, 2010. These seats are held by <br />representatives of the Extra Territorial Jurisdiction (ETJ), and are <br />therefore appointed by the Cabarrus County Board of Commissioners. On June <br />7, 2010, the Mt. Pleasant Board of Commissioners voted to request all be <br />reappointed to serve another term. <br />Mr. Murdock and Mr. Moose have both served six consecutive years; <br />therefore, an exception to the "length of service provision" is requested for <br />both reappointments. Ms. Strickland is eligible for reappointment. <br />Despite numerous outreach efforts by Mt. Pleasant and the County, there <br />are no other applications on file for consideration. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board reappointed Mr. John Murdock, III, Mr. <br />Whit Moose, Jr. and Mr. Margaret Strickland (alternate) to the Mt. Pleasant <br />Planning Board and Board of Adjustment (ETJ) for three -year terms ending June <br />30, 2013, including an exception to the Appointment Policy for Mr. Murdock <br />and Mr. Moose. <br />(H -3) Appointment - Piedmont Area Mental Health, Mental Retardation and <br />Substance Abuse Authority <br />The term of appointment for Betty Babb ended June 30, 2010. Ms. Babb <br />is willing to serve another term on the Authority. <br />
