July 19, 2010 (Regular Meeting) Page 66 UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt and unanimously carried, the Board reappointed Betty Babb to the Piedmont Area Mental Health, Mental Retardation and Substance Abuse Authority for a four -year term ending June 30, 2014. (H -4) Appointment - Public Health Authority of Cabarrus County The term of appointment for Mr. Alex Barker (Member or Designee NorthEast Medical Center Board of Trustees) ended June 30, 2010. Mr. Barker is no longer employed by NorthEast Medical Center and a new appointment is requested. Ms. Phyllis Wingate- Jones, Division President of CMC NorthEast, has been recommended for nomination. An exception to the "residency" provision of the Appointment Policy will be needed for Ms. Wingate- Jones. UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt and unanimously carried, the Board appointed Ms. Phyllis Wingate -Jones to the Public Health Authority of Cabarrus County for a three -year term ending June 30, 2013, including an exception to the "residency" provision of the Appointment Policy. (I) REPORTS (I -1) Commerce - HALUP (Harrisburg Area Land Use Plan) Progress Report for May 2010 The Board received the HALUP (Harrisburg Area Land Use Plan) Progress Reports as part of the Agenda. No action was required of the Board. (I -2) Request for Applications for County Boards /Committees Chairman White urged citizens to consider serving on a County board or committee. He asked interested individuals to contact the Clerk at 704 -920- 2100 or to go to the County's website at www.cabarruscounty.us/ commissioners /boardsandcommittees and view information on the various County boards and committees. Applications are being accepted for the following County Boards /Committees: • Adult Care Home Community Advisory Committee • Concord Planning and Zoning Commission (ETJ) • Industrial Facilities and Pollution Control Financing Authority • Juvenile Crime Prevention Council • Mt. Pleasant Planning Board and Board of Adjustment • Nursing Home Community Advisory Committee • Piedmont Area Mental Health, Mental Retardation and Substance Abuse Authority • Planning and Zoning Commission • Public Health Authority • Region F Aging Advisory Committee (J) GENERAL COMMENTS BY BOARD MEMBERS Chairman White announced the Cabarrus Health Alliance was recently recognized with a national award, the NACCHO Model Practice Award. Chairman White announced a Harrisburg Area Land Use Meeting will be held July 29 th . (K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY None. (L) CLOSED SESSION (L -1) Closed Session - Personnel Matter UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth and unanimously carried, the Board moved to go into closed session to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee as authorized by N.C.G.S. 143- 318.11(a)(6).
