July 19, 2010 (Regular Meeting) Page 54 <br />Approval of proposed HCCBG (Home and Community Care Block Grant) <br />Funding Plan for FY totaling $830,373.00, of which $79,586.00 is a <br />County match requirement. These funds are utilized by the Cabarrus County <br />Aging, Social Services, Commerce, Transportation Departments and Cabarrus <br />Meals on Wheels to provide services and /or support to older adults of <br />Cabarrus County. <br />The Funding Plan provides for the FY 2011 HCCBG allocation of <br />$830,373.00 to be distributed as follows: Department of Aging - $513,590.00; <br />Department of Social Services - $136,098.00; Commerce Department - <br />$44,609.00; Transportation Departments - $113,183.00; and Cabarrus Meals on <br />Wheels - $22,893.00. Also, the Funding Plan listed the required local match <br />for each of the programs, totaling $79,586.00. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved HCCBG Funding Plan FY'2011 as <br />recommended by the HCCBG Advisory Committee. <br />(F -2) Commerce - Atando Road - NCDOT Maintenance Abandonment Request <br />In order to make the Elma C. Lomax farm more secure, a portion of <br />Atando Road (approximately .23 linear feet or .231 acres) needs to be <br />abandoned by the North Carolina Department of Transportation ( NCDOT) so that <br />security measures can be installed where the current road right -of -way <br />exists. A resolution of support for this action is included. A public <br />hearing will be required once NCDOT approves the abandonment. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2010 -15 <br />RESOLUTION EXPRESSING SUPPORT <br />OF <br />THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br />FOR <br />NORTH CAROLINA DEPARTMENT OF TRANSPORTATION <br />TO REVIEW ABANDONMENT AND CLOSURE <br />OF <br />A PORTION OF STATE ROAD STATE ROAD NUMBER 2656 <br />ALSO KNOWN AS ATANDO ROAD <br />WHEREAS, North Carolina State Road 2656 in Cabarrus County is known as <br />Atando Road, being a paved road approximately .80 miles in length, with the <br />last .028 miles being the portion requested to be abandoned. <br />WHEREAS, the Board of County Commissioners of the County of Cabarrus is <br />requesting that the above described road, the location of which has been <br />indicated on the attached map, be abandoned from the Secondary Road System; <br />and <br />WHEREAS, the Board of Commissioners is of the opinion that the above <br />described road should be abandoned from the Secondary Road System, if the <br />road meets minimum standards and criteria established by the Division of <br />Highways of the Department of Transportation and Highway Safety for the <br />abandonment of roads from the System. <br />NOW THEREFORE, BE IT RESOLVED BY THE Board of County Commissioners of <br />the County of Cabarrus that the Division of Highways is hereby requested to <br />review the above described road and to cease maintenance of same road if it <br />meets established standards and criteria. <br />Adopted this 19th day of July, 2010. <br />/s/ H. Jay White, Chairman <br />Cabarrus County Board of Commissioners <br />(F -3) Commerce - Selection of an Administrator for the 2010 -2011 HOME <br />Program <br />Cabarrus County will be participating in the 2010 -2011 HOME program for <br />housing rehabilitation. Cabarrus County has participated in the program for <br />over a decade. The program provides housing rehabilitation for low to <br />moderate income homeowners. Staff advertised on the Cabarrus County website <br />and direct mailed three agencies for proposals for administration of the <br />
