Only one proposal was submitted <br />Centralina Council of Governments. <br />Page 55 <br />The proposal was from the <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the proposal from Centralina <br />Council of Governments and authorized the County Manager to enter into a <br />contract approved by the County Attorney. <br />(F -4) County Manager - Pharr Mill Park - Voluntary Annexation Into the Town <br />of Harrisburg <br />At its May 2010 meeting, the Board of Commissioners approved <br />transferring the Pharr Mill Park property (37.43 acres) to the Town of <br />Harrisburg for operation and maintenance as a town park. This process will <br />be done through a long term (25 -year) lease. The formal lease documents are <br />currently being drafted by the County Attorney and will be reviewed by the <br />County Manager prior to their approval and recordation. The Town of <br />Harrisburg has also requested that the County petition the town for voluntary <br />annexation of this property since the town will have the responsibility of <br />operating and maintaining the park. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the voluntary annexation of Pharr <br />Mill Park into the Town of Harrisburg and authorized the County Manager and <br />County Attorney to finalize the associated documents. <br />(F -5) County Manager - Purchase of Additional .107 Acres for Park's Office <br />and Adoption of Related Budget Amendment <br />The current property configuration has the northern property line <br />directly adjacent to the existing office building. This property line also <br />runs directly through the existing parking lot serving the Park's office. A <br />survey has been completed showing the need for the county to purchase .114 <br />acres and transfer .07 acres, resulting in a net purchase of .107 acres. The <br />price agreed upon is $15,000.00 ($3.22 per square foot). The use of <br />contingency is requested. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the purchase of .114 acres and <br />transfer of .07 acres (resulting in a net purchase of .107 acres) for <br />$15,000.00 and adopted the following budget amendment: <br />Date:7 /19/2010 Amount:$15,000 <br />Dept. This property was donated to Cabarrus County by the developer <br />of the subdivision for use as a greenway in the future. <br />These parcels are identified as: PIN 5527 -15 -5297 (10.40 +- acres) ; <br />PIN 5527 -25 -2962 (2.5 +- acres) ; PIN 5527 -35 -5831 (12.19 +- acres) ; PIN 5527- <br />36 -3894 (11.58 +- acres); and PIN 5527 -27 -6137 (2.29 +- acres). <br />The Town of Harrisburg is also requesting that the Board of <br />Commissioners request a Voluntary Annexation of this property into the town <br />limits. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the transfer (donation) of 38.96 <br />+- acres as set forth above to the Town of Harrisburg for the exclusive use <br />of a park /greenway. By the same vote, the Board authorized the County <br />Manager and County Attorney to process the "Voluntary Annexation" request and <br />authorized the County Manager and County Attorney to complete the associated <br />contracts for the transfer of 38.96 acres to the Town of Harrisburg. <br />
