August 16, 2010 (Regular Meeting) <br />Page 94 <br />Commissioner Mynatt expressed support for purchasing the building. <br />Mr. Downs responded to additional questions posed by Commissioner <br />Privette related to the hiring of an architect and contractor. <br />Commissioner Carruth MOVED to purchase the old Creamery building on <br />Church Street "as is" for $837,500 and for the County to hire its own <br />architect and contractor to complete upfit, with final contract negotiations <br />to begin immediately. Commissioner Mynatt seconded the motion. <br />Mr. Downs and Rich Koch, County Attorney, responded to additional <br />questions related to: the occupancy timeline for the Board of Elections; <br />what happens to the economic development grant previously issued for the Old <br />Creamery project; remaining contract terms to be negotiated; etc. <br />Vice Chairman Poole voiced her intent to vote against the motion due tc <br />her original vote to move the Board of Elections to the seventh floor of the <br />Sheriff's Office and Detention Center. Commissioner Privette also voiced his <br />intent to vote against the motion noting his preference for the seventh floor <br />of the Sheriff's Office and Detention Center. <br />The MOTION carried with Chairman White and Commissioners Carruth and <br />Mynatt voting for and Vice Chairman Poole and Commissioner Privette voting <br />against. <br />(G -4) Community Animal Adoption Program and Expansion of the Animal <br />Protection and Preservation Advisory Committee <br />Commissioner Carruth announced there is a new animal rescue group in <br />the county, the Help Save a Dog Network (HSAD) . He recognized Regina <br />Crowell, Keara Prince and Sharon Blythe in attendance from HSAD. He then <br />addressed the following information regarding a community animal adoption <br />program and expansion of the Animal Protection and Preservation Advisory <br />Committee ( APPAC): <br />1. Committee Goal - <br />a. Study and determine requirements to implement a community wide animal <br />adoption program that incorporates the principles of a "No- Kill" <br />Community. <br />b. Upon consideration and adoption of a community wide animal adoption <br />program by the Cabarrus Board of Commissioners, oversee <br />2. Current Composition: <br />a. Cabarrus Cares - Open <br />b. Humane Society - Karen Britt <br />c. Community Member - Donna Rogers <br />d. Veterinarian - Dr. Stewart Roberts <br />e. Sheriff - Lt. David Taylor <br />f. BOC - Bob Carruth <br />g. Community Member - Ruth DeMarcus <br />3. Additional Members: <br />a. Cabarrus Pets Society - Open <br />b. Justice for Bella - Jeff Daniels or Other Rep <br />c. Conduct review of other successful "No -Kill" programs across the US. <br />Determine what were the critical things that were done to make them <br />successful, as well as challenges they faced in creating their <br />programs. <br />b. Is the proposal presented to the APPAC at <br />concept of organization? <br />c. What cost, if any, would be incurred by <br />and maintain a program in the community. <br />d.
