Other than initial seed moneys from the Board of Commissioners, as well <br />as moneys saved from reduced euthanasia and cremation costs, how is the <br />best way to raise funds? Licensing? Voluntary contributions? <br />h. Should the organization take over the Cabarrus County Spay /Neuter <br />Clinic from the Humane Society? <br />i. Should the program be directly under the county government, or spun off <br />as a separate non - profit? <br />5. If Community Wide Adoption Program is approved by the Board - <br />a. Using the Asilomar Accords, develop guiding principles for the program. <br />b. Develop the organizational structure for the organization. <br />c. Develop the certification criteria for the community rescue <br />organizations. <br />d. Develop the process for managing animals collected by or surrendered to <br />Animal Control, until transferred to Rescue Organizations. <br />e. Identify, interview, and recommend for hiring the director for the <br />program. <br />f. Act as the board of directors for the Community Wide Animal Adoption <br />Program. <br />Commissioner Carruth MOVED to expand the Animal Protection and <br />Preservation Advisory Committee as set forth above. Vice Chairman Poole <br />seconded the motion. <br />A general discussion ensued. The following issues were addressed: <br />this initiative will be a very healthy process for the County; the process <br />will take time and require patience; this committee should address the <br />qualifications of any paid coordinator; a community education element should <br />be included in the initiative; turf issues; successful and unsuccessful "no <br />kill" programs should be reviewed; and, the Committee may want to change its <br />name in the future. <br />Chairman White asked Commissioner Carruth to report back on this issue <br />in September. <br />The MOTION unanimously carried. <br />(H) APPOINTMENTS <br />(H -1) Appointment - Adult Care Home Community Advisory Committee <br />The term of appointment for Jack Boyer expires on August 31, 2010. Mr. <br />Boyer is interested in serving another term. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Jack Boyer to the Adult Care <br />Home Community Advisory Committee for a three -year term ending August 31, <br />2013. <br />(H -2) Appointment - Library Board of Trustees <br />The term of appointment for Mary R. Little on the Library Board of <br />Trustees representing southern Cabarrus County expired on July 31, 2010. Ms. <br />Little is an active member of the Trustees. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Mary R. Little to the Library <br />Board of Trustees as the southern Cabarrus County representative for a three - <br />year term ending July 31, 2013. <br />(H -3) Appointment - Region F Aging Advisory Committee <br />An application to the Region F Aging Advisory Committee has been <br />received from Ms. Mary "Beth" Croom. Gayla Woody, with the Centralina <br />Council of Governments (CCOG), requests Ms. Croom be appointed to the <br />delegate position currently held by Ms. Anita Helms. An exception to the <br />"service on multiple boards" provision of the Appointment Policy is needed <br />for Ms. Croom since she already serves on the Home and Community Care Block <br />Grant Committee. <br />Ms. Anita Helms has completed her third term and is not eligible to <br />serve another term as a delegate. However, she is willing and eligible to be <br />appointed as an Alternate for a one -year term ending June 30, 2011. This <br />position has been vacant for some time. An exception to the "service on <br />multiple boards" provision of the Appointment Policy is needed for Ms. Helms <br />since she also serves on the Dept. of Aging Advisory Board. <br />
